This is a Friday before a long weekend, so you must, must, must read the newspaper tomorrow. Late today is a great time to release horrible news if you are a government agency, elected official, corporation, or candidate. So, Watch Dog will be watching, but you should be too...

The Mercury News is taking its news tips from Matier and Ross apparently. They get into how much money the 49ers are spending in Santa Clara. Of course it is going to "shatter local spending records" -- the most important thing folks in Santa Clara have voted on the past was if RJD2 deserved a second term as City Clerk...

Campaign filings are in other races too... In the past few months Jeff Rosen has been a fundraising machine while Dolores Carr has not. Chuck Reed raised a lot of money, his opponents did not. Madison Nguyen raised a ton and two of her opponents put a bunch of their own money ($50k and $80k) into their own campaigns... what does all this mean? Expect the airwaves (television and radio) and your mailboxes to be full in the week and a half...

The Merc finally came around to support the Alum Rock Union Elementary School District parcel tax: Measure I. The third editorial is the charm, apparently...

Robert Cortese, cousin of famous Supervisor Dave, has a true political flare. He has made it into the Metro's Fly more than almost anyone else. This time wanting to unban fireworks and supporting same sex marriage because of George Takei a.k.a. Sulu.

San Jose Family Camp isn't getting spared, but some San Jose pools might be... On the bright side of things, the pools are much closer than Yosemite.

Tesla is spending $42 million for the NUMMI plant. Which Watch Dog put together in a simple formula:

$42,000,000 for NUMMI/$100,000 per car = 420 cars for a manufacturing plant...

Not too shabby. Of course, when you are Tesla and you've only sold 900 cars total, 420 is pretty expensive...

Ah, the Civil Grand Jury, that upstanding tattle-tale. They came out with a report that stated the obvious: Cities Must Rein in Unsustainable Employee Costs. San Jose Mayor Chuck Reed was quick on the draw with a response agreeing that cities must rein in unsustainable employee costs...

With all the fun happening in San Jose's City Council District 5 race, it is easy to forget that there is another tight race on the other side of town for the San Jose City Council District 9 (Judy Chirco's seat)... Jim Cogan is very, very upset (apparently) with the way he is being treated by the newspapers in town and wrote about it on Protect San Jose. He even gets a little Sara Palin folksy on us by using the phrase "darn right" three times in one paragraph...

There a few challenges swirling about the baseball stadium EIR approved by the San Jose Planning Commission last week. The naysayers include the San Jose Sharks (jerks), Stand for San Jose a.k.a. the San Francisco Giants (bigger jerks), and a nearby resident (probably not a jerk)...

You may have heard/ read/ seen/ been in traffic yesterday because of a certain head of state that was in Fremont visiting your $535 million investment (loan guarantee) in Solyndra...

Breath a deep sigh of relief San Jose/Evergreen Community College District fans... they have a new chancellor and a new opportunity to right the ship, hopefully... Note to new chancellor: Let's try to keep the expensive oversees travel in check...

The Mercury News isn't done yet with their June 8th recommendations, and today's isn't going to make the local folks (or the close-to-local folks) very pleased. They endorsed State Senator Gloria Romero for State Superintendent over Assemblymember Tom Torlakson and former Franklin-McKinley Superintendent Larry Aceves.

The Santa Clara County Housing Authority seems to have lost much of its electronic data because of a computer glitch. The cost to replace that information = $600,000 and probably a string of bad stories about poor oversight, etc. And perhaps a story or two about what the Housing Authority actually does might be nice...

Ah, the news about how shabbily handled the De Anza rape case was just keeps coming. Today's news: "...nearly 24 hours elapsed between when the semi-conscious girl was brought to a hospital and the first sheriff's officers knocked on the door of the house where the incident occurred..." That doesn't seem very CSI-like. Expect the Merc's Sean Webby to get another award around his coverage of this story... and expect the Sheriff, the DA, and nearly every other law enforcement official and organization to continue to hate Sean Webby. Which is a pretty good indication that he is doing his job...

Fresh off banning toys at fast food joints, the Board of Supervisors is about to get into the parcel tax game on the November ballot. The tax will go to "preserve health insurance for low-income kids"... this seems pretty ground-breaking to Watch Dog and we wish the Supervisors luck in November. We are pretty sure that there are about a dozen or so school districts out there that were eyeing November for a parcel tax as well. They might not wish the Supervisors much luck because they have to ask themselves: How many new parcel taxes are people willing to support?

The Las Vegas-ification of San Jose gets a deep dive in the Merc today. It doesn't sound like that many people have confidence in the plan for a major hotel near the new San Jose "Strip on First," but Garden City Casino is certainly moving and they are getting more tables (and increasing the City's rake) when they do...

There is at least a conceptual plan, even if not a fully-baked financial one, to make the Mexican Heritage Plaza an arts and culture school. Maybe the increased rake at the card clubs could help finance the place...

And what would a day be without a little news from the San Jose City Council District 5 race? Yesterday all the candidates attended an "ethics wo rkshop" at Santa Clara University and they all signed a pledge to run ethical campaigns. A little late, perhaps? One candidate has already been called a communist and a gang-banger...

If you are planning on getting a fat loan from San Jose as part of your compensation for being hired to a high-level management job, it just got a little less fat... Of course, judging from some of the salaries highlighted in the Merc's Public Employee Pay Database thingy, why would someone need a loan anyway?

San Mateo County Supervisor Rich Gordon gets the Merc Editorial Board nod for the 21st Assembly District... for a Board that questions the status quo up in Sacramento, it seems a strange choice, no?

While we are in Palo Alto... the Palo Alto Finance Committee voted to start charging kids/families to act in the Children's Theatre... that should go over big.

The Bay Area News Group is very proud of itself today as it unveils a (growing) database of public employee salaries for much of the Bay Area. Expect lots of folks on the 18th Floor to be search the database today... and if you have time, you can see how much more many of these folks make than you.

Speaking of public employees...

Not a day can go by without some news coming out of the San Jose City Council District 5 race. Yesterday it was Aaron Resendez who was making public a conversation that he had with Councilmember Nora Campos' Chief of Staff Ryan Ford. (Nora Campos is candidate Xavier Campos' brother.) It wasn't a conversation as much as it was a dressing down of Resendez by Ford, according to Resendez. He has called on Councilmember Nora Campos for a public apology, which sounds like he deserves... even Kathleen says so. Ryan Ford should expect a congratulatory call from Cindy Chavez and Neil Struthers today, "Our little boy is all grown up..."
Also, our call for campaign mailers yielded some fruit, and since we are in District 5 already, here is a glimpse of how nasty the race has become... With all due respect to Pat Dando, do voters in District 5 know her name still? Do voters in District 10?

Scott Herhold can not resist apparently. He takes yet another shot, albeit from a different angle, at District Attorney Dolores Carr. This time, Herhold isn't talking about her fancy car or her lack of ethics, although these things find their way into the piece (ok, not the car stuff). He profiles a Deputy DA who wants her boss to lose... she joins 40 other Deputy DA's in wanting the same thing. 40 DA's and one columnist...

Speaking of issues of crime and justice, the Merc Editorial Board continues to review its sample ballot and come up with judicial nominations in todays paper. They choose JoAnne McCracken, Vanessa Zecher, and Julia Alloggiamento but absolutely positively do not want you to vote for Thomas Spielbauer. They went so far as to write: Don't vote for Thomas Spielbauer. Wow. Perhaps Speilbauer and District Attorney Dolores Carr could commisserate about being treated like shit from the same newspaper...

Willow Glen Middle School was at the center of the world yesterday. (Some would say that Lincoln and Minnesota are always the center of the world...) A student apprently wrote a "hit list" on a bathroom wall that sent everyone into high alert.

Matier and Ross at the Chronicle (and the entire Chronicle, come to think about it) loves writing negative stories about the 49ers wishes to move to Santa Clara... yesterday's story was about how much money the 49ers are spending on their campaign. Another way to look at it is they are spending all that money to get the hell out of San Francisco...

Violent crime is on a downswing, according to statistics in San Jose. Of course, if you read Protect San Jose, we are headed down the road of Oakland...

Mountain View is buying up land faster than a South Bay city trying to land a Major League Baseball team...

Assembly candidate Josh Becker gets a long write-up by Daily News Group reporter Will Oremus... and the story (obviously) includes a stop at University Cafe in Palo Alto... a.k.a. Becker's headquarters.

Admit it Palo Alto readers, you were at the City Council meeting last night when the Council was discussing the Stanford University hospitals' expansion plans... that must have been so much NIMBY fun... so much fun, in fact, that the Palo Alto City Council put more demands, euphemistically called "community benefits" on the growing list of things Stanford should do to make their project acceptable to Palo Alto... like a "revenue guarantee"...

It has been a while since we made fun of Palo Alto Weekly's Editor Jay Thorwaldson for his "blogging" -- but his recent chime-in on High-Speed Rail re-sparked our snarkiness. He has posted twice in 2010. Perhaps he is getting into this new-fangled technology thingy...

We put this towards the end because really, who cares: Newt Gingrich endorsed Meg Whitman. One has to believe that Whitman sold her 2012 Presidential endorsement down the river for this endorsement...

Morning News Round-Up -- 5.24.10: 4 losses/4 games = Shark's tee times

On Friday night the Sharks lost in overtime. Sunday they gave up a two goal lead to lose by two goals. For those of you counting at home, that's 4 losses in 4 games against the Chicago Blackhawks. And 4 losses in 4 games means tee-times all around today...

We finally have all the Mercury News Editorial Board's recommendations for San Jose City Council... Previously they came out in favor of Magdalena Carrasco over Xavier Campos et al and Don Rocha over Jim Cogan, Larry Pegram et al. Today we get the incumbents, Pete Constant, Sam Liccardo, and Madison Nguyen -- Nguyen being the only one with a real race this time.

It took a few days and seven pages, but Deb Figone, the San Jose City Manager, responded to the City's unions' plans to fix the budget... they aren't enough, too many one-timers, leave me alone at Flame's, etc., etc.

Deb Figone's ongoing battle with the City's unions won't (apparently) prevent San Jose's pools from closing for the summer, which was the original plan. The City is going to contract with some private companies to run the pools for the summer, which is great news... if it ever stops raining. Too bad the same deal couldn't be worked out for Family Camp.

Increasing the VLF. Remember when it used to be considered a political hot potato? That seems quaint now, right? Gray Davis did it and it cost him his job. Governor Schwarzenegger undid, and it cost his budget-balancing billions. San Mateo County (SamTrans) is now considering a local VLF and so is Santa Clara County (VTA) to help with their projects. According to polling, 59 percent of County voters support VTA's VLF $10/ car fee.

Well, the long-awaited investigation into the San Jose/Evergreen Community College District's Chancellor's travel, spending, and general sloppiness has concluded... the results: "We are taking responsibility for not seeing that all policies and procedures were enforced. It will help us doing a better job going forward" -- that according to Ron Lind, who serves on the Community College District Board. Of course, unelecting the Board who is supposed to pay attention to such things would also work.

Dude, that is so uncool... a medical marijuana dispensary was robbed at gun point in San Jose on Thursday. The robbers took the weed and the money off the patients who were in the dispensary at the time. Now the Medical Cannabis Collectives Coalition -- the pot club lobby, if you will -- would like the City of San Jose to hurry the hell up to write an ordinance that would set some security guidelines for clubs...

Steve Johnson at the Merc asked the question that nobody was asking last week when Toyota and Tesla announced their plans for NUMMI: Will Tesla and Toyota create as many jobs as hoped? Well, if you ask San Jose, who was promised jobs from Tesla, they'll probably say OHN...

This must hurt Paul Krutko's ego more than the Tesla thing... the Merc had a story over the weekend about how all the (cool, high-paying) Web 2.0 jobs are going to San Francisco...

Vic Ajouny, the Mayor Chuck Reed's campaign guru (?) is in the Merc's Internal Affairs this weekend about a questionable mail piece he put out for Richard Calderon who is running a quixotic campaign to try to unseat Sheriff Laurie Smith... Are you surprised that people would question Ajlouny's mailers?

In other Internal Affairs news... Pete Constant isn't pedaling stories about his challengers' police records (and if you believe that...) and John Weis, the San Jose Redevelopment Agency's number 2 is leaving town... weird, considering he is the one in charge of putting together the MLB plan for downtown San Jose. Apparently Weis couldn't wait for Bud Selig any longer...

Scott Herhold's column on Sunday gives a glimpse into the legal system about the long-forgotten case of Avo Makdessian/City of San Jose versus Dennis Fong (Tropicana) and a silly (libelous) email that Makdessian sent from City Hall...

A woman driving her SUV on early Saturday morning in Palo Alto was kidnapped, driven to Santa Clara, and sexually assaulted... scary.

You may remember last week when the folks at the Gilroy Unified School District were considering finishing the beautiful new Christopher High School with portables as opposed to a new school wing that was promised when the school bond was passed in 2008... well 100+ folks showed up at a special meeting last week to protest the portables...

Well, we guess the Oakland A's won't be going to the former NUMMI plant after all... that's because Tesla and Toyota will move in to build electric cars. Of course, Tesla track record of sticking to its word is someone less-than-desirable, just ask San Jose, but we wish Fremont, Tesla, and Toyota well. As a reminder, Watch Dog predicted the NUMMI/A's effort last August...

"...Fremont’s Nummi plant is packing the bags and heading to Texas leaving nearly 5,000 newly unemployed in its wake. Perhaps a Fremont ballpark can actually happen now?...

Maybe now Bud Selig can make a decision?...

The Mercury News Editorial Board continued to look at their ballots... and today they have made the 18th floor a very exciting place to be. They endorsed Don Rocha for San Jose City Council District 9 to replace Vice Mayor Judy Chirco. They say he has "...the potential to continue in the tradition of Chirco..." They also give some ink to Jim Cogan (too close to public safety unions) and Larry Pegram (too close to Jerry Falwell)...

The San Jose Silicon Valley Chamber of Commerce put out a reward for clues leading to catching the culprits behind the hit pieces sent against Magdalena Carrasco... ironically, the place to call with your tip is Crime Stoppers -- whose President is the aforementioned Jim Cogan, running for City Council in a different District. Hypothetically, what if someone called with a tip that identified a Cogan supporter as the culprit? Just asking... (Mission City Lantern is on the fake-mailer case too...)

While we're in District 5, ProtectSanJose.com brought us a message from Xavier Campos...

A San Josean will head to the Senate... no, not Tom Campbell (yet)... but County Superior Court Judge Edward Davila has been tapped for the federal bench by the Obama administration...

This will be bad news piled on top of bad news... property assessments are down... way down... boooooooo...

Dear Gilroy Unified Voters... thank you for passing the school bond in 2008... we are over budget... so Christopher High School will have portables instead of a great new facility... will you trust again with your vote and your cash? Love, the Gilroy Unified School District.

Sunnyvale may lose its seat on VTA, and Sunnyvale Councilmember Chris Moylan is pissed about it: "...Based on population, the one city other than San Jose that should have a permanent seat on the board is Sunnyvale..." No word on dweeb.org yet on the issue...

Some folks in Silicon Valley will be voting on June 8th and June 22nd... the 22nd being the date that the Special Election to replace Senator-turned-Lt. Gov Abel Maldonado's seat will be voted on... and if no one gets 50 percent plus, a run-off will happen on August 17th. Expect an influx of Sam Blakeslee and John Laird visits in the coming weeks...

The Lame (Duck) Governor was at Google yesterday... no doubt in an effort to shift attention from Google's bad European news this week...

More coverage of the District 5 City Council race in San Jose... this time from Scott Herhold, who acknowledges that all the hoopla about the illegal mailings is backfiring on the idiots who did it, because Carrasco is getting all kinds of coverage on the news, on the radio, and everywhere else. Herhold also doesn't think that Shirakawa is the culprit, but does point out how silly/stupid the Grand Pooba's quotes were earlier in the week...

The Mercury News thinks that story is so important that for a period of time yesterday they posted it twice...

And the San Jose Silicon Valley Chamber of Commerce is putting out a reward for any information about who done it... $5,000 to anyone of the stamp-licking interns who want to turn in their co-conspirators...

Manuel Herrera, another candidate in District 5, chimed in via a Letter to the Editor...

While everyone is focused on fake campaign mailers... there was a murder in the Tropicana parking lot earlier in the week and two folks were found dead due to gun shot wounds in Alum Rock... hopefully the candidates can keep their collective eyes on the ball...

As discussed yesterday, the Planning Commission in San Jose approved an EIR for Major League Baseball in downtown San Jose. There are some interesting things to be concluded by reading between the lines of last night's Planning Commission meeting where the EIR was approved 4-1:

Thing 1 - Planning Commissioner Chris Platten voted against the EIR,
Thing 2 - Planning Commissioner Hope Cahan was absent from the proceedings, and
Thing 3 - Planning Commissioner and City Council candidate Xavier Campos was absent from the proceedings.

According to spies, all three Things are related as all three Planning Commissioners are Labor-allies on the Planning Commission. Perhaps the folks at the Labor Temple are using their support (or opposition) to MLB as leverage in their contract negotiations? That may be, but missing votes (Cahan and especially Campos) is a pretty lame way to go... we wonder where these folks learned the technique of "taking a walk"...

Speaking of EIRs, Stanford's massive development project around the hospital released their draft EIR yesterday... expect lots and lots and lots of community concern, tweaking of the project, and finally the eventual development of the project... welcome to Palo Alto...

It is unlikely that anyone who sees the new plans at Stanford will be underwhelmed, but that was the reaction down the road a bit by the Mountain View City Council who caught a glimpse of the plans for a new San Antonio Center there... that's probably not the reaction the developer Merlone Geier was looking for... On the bright side, it can only get better, right?

The County Superintendent Chuck Weis gets in on the political action in today's Letters to the Editor in the Merc, chiming in on behalf of Larry Aceves for State Superintendent for Public Instruction...

Cupertino is taking a step to make Silicon Valley air a little, (perhaps a lot) cleaner by monitoring more closely the air quality around the Lehigh Cement plant... or is it Lehigh Cement plan, as it read online yesterday...

A pension reform initiative is heading to the ballot in Menlo Park. Could this be a Silicon Valley trend among cash-strapped cities? Chuck Reed has been talking about asking voters in San Jose to vote to do away with the often-expensive binding arbitration...

Silicon Valley has some serious interest in the upcoming Republican primaries for US Senate and Governor. New polls are out together. The first one actually confirms what Steve Poizner said a few weeks back -- that his race against Whitman is tightening... The second has Carly Fiorina leading (slightly) over Tom Campbell, but within the margin of error... (Joey Lucas will explain everything later...)

Finally, the Merc Editorial Board also hands Tom Campbell some bad news... they don't like his less-than-thoughtful stance on Elena Kagan's nomination to the Supreme Court. "We expected more of Campbell..."

The good news is that Patrick Marleau had two goals last night for the Sharks... the bad news is that the Chicago Blackhawks had 4... Deja vu?

Speaking of deja vu... Commie Gate turned into LA Gate yesterday... Remember the mailers that were sent out against San Jose City Council candidate Magdalena Carrasco last week calling her a communist. According to the latest fake mailer, she is also part of an evil plot to bring LA to SJ. Watch Dog has to wonder, the folks that are lined up against Carrasco, which is it? Is she a communist or an LA-o-phile? Either way, the story continues... and the bigger question remains, who is going to get caught for doing this. Watch Dog can assure you: We didn't work for candidate George Shirakawa's campaign in 2008 and our office has nothing to do with this mailer against Carrasco...

And by the way, Mr./Ms. Author of this stupid mail piece, we have traffic, gangs, and smog already in San Jose...

Perhaps the Sharks management doesn't have their eye on the ball... because they are still fighting San Jose's plans to bring Major League Baseball across the street from the arena... and it is an uphill battle because the Planning Commission is slated to approve the environmental impact report on the stadium tonight. Perhaps the Sharks management have other things to worry about? Like stopping playoff history (the curse) in its tracks...

As if the San Jose City Council wasn't rolling over enough to keep the San Jose card rooms in San Jose (Measure K = More tables)... they are going the extra mile. And it is a big extra mile. Garden City is moving right next to 101 to create the San Jose Strip near the airport, including a 600 room hotel... with full support from the City Council.

The Merc Editorial Board gives some props to the San Jose unions who put forward a plan to help with the budget... it isn't enough, but it is a good start -- according to the folks on Ridder Park Drive...

And the budget challenges in Los Gatos seem to be managable, or perhaps they have a more fiscally prudent, cooperative City Council. Either way, their budget plan moved forward yesterday... Watch Dog loves this, the libraries take a hit in the plan, they will still be open 7 days, but only 50 hours, not 54. Perhaps San Jose could run a shuttle from their closed libraries to Los Gatos' open ones...

Morning News Round-Up -- 5.18.10: Commie Gate

The news didn't stop in the San Jose City Council District 5 race. Actually, Commie Gate became even more intriguing... Richard Hobbs, Supervisor George Shirakawa's opponent for in 2008 released a statement about a hit piece that was mailed against him during that race. It had a striking resemblance to the hit piece mailed against Magdalena Carrasco late last week. Of course, Xavier Campos, Magdalena Carrasco's opponent for City Council works for Supervisor George Shirakawa, raising obvious questions, but prompting a Clintonesque response from George Shirakawa:

"Xavier didn't work for me or my campaign in 2008, and my office has nothing to do with this mailer against Carrasco."

I guess it depends on what your definition of 'my office' is... Notice he didn't say, "I had absolutely nothing to do with it." He said, "...my office has nothing to do with this mailer..." Shirakawa also didn't say that he didn't know about the mailer in 2008, just that it didn't come from his campaign...

The DA is looking into the entire episode, and they have ways of looking into DNA and finger-prints... (Of course, sometimes Dolores Carr pulls the plug on investigating forensic evidence...) The Merc Editorial Board had some not-so-nice things to say about this episode as well...

"...The link between the Hobbs mailer and the one against Carrasco is clear for all to see, and not just because of their physical similarity. Xavier Campos, Carrasco's chief opponent in the District 5 race, is a policy aide to Santa Clara County Supervisor George Shirakawa Jr. — the man who beat Hobbs in that 2008 campaign..."

Several City of San Jose unions came forward with a plan to save costs in the City budget. It was met with mixed reviews...

Chuck Reed: The proposal is "...nowhere near the 10-percent concessions..." that he says are needed
Madison Nguyen: The unions should be "...commended for coming together..."
Nancy Pyle: The proposal "...demonstrates very clearly that our employees are willing to make vital sacrifices..."
Sam Liccardo: "We got into our current predicament with gimmicks and shell games... and that is not the responsible way out..."

Speaking of the Mayor and unions... Chuck Reed responded via blog post to the POA's accusations last week that the Mayor doesn't know what he's talking about with regards to binding arbitration... One big blog step for Chuck Reed, one small blog step for ProtectSanJose.com...

The Western Conference Finals started Sunday... Sharks lost... but at the end of the series, we are looking forward to Chicago Mayor Richard Daley sending some of Chicago's finest (and fattiest) foods west to San Jose. He and Mayor Reed made a little wager. Chuck may receive a bunch of Vienna Beef soon. Yum.

But hockey was the mild sport over the weekend with politics being a little more dangerous... Especially in San Jose's City Council District 5...

Let's go chronologically:

The Mayor may be sharing some of Chicago's finest foods from Mayor Daley with his new BFF, Magdalena Carrasco. He endorsed her late last week, according to Watch Dog's email...

But that wasn't the only, or the most intriguing, part of that City Council race this weekend. Mailers were mailed out that took a big shot at Xavier Campos' role at MACSA courtesy of the Chamber. (Can you use the phrase "courtesy of" when you are talking about who paid for a hit piece?) Longtime readers of Watch Dog will not be surprised about the MACSA/Campos connection...

But that wasn't even the more intriging news out of that City Council race. It seems someone is (illegally) using Magdalena Carrasco's name to put out a fake mailer that has her standing with a communist Vietnamese flag... welcome to 1950... The Mayor is not pleased with this latest development and is calling on the DA, the Elections Commission, the post office, and the media to all do their job to identify who did this shady work... Watch Dog won't speculate, even though we'd love to...

As if there wasn't enough going on on San Jose's east side, there was an emergency landing at Reid-Hillview over the weekend... and a man was shot and killed in the Tropicana parking lot on Sunday morning.

Expect this story to also have political repurcussions: Dolores Carr's DA's office apparently stopped the forensic testing of some evidence in the De Anza rape case. This according to evidence in an ongoing civil trial... Jeff Rosen's team is no doubt reprinting this story and distributing it widely... Especially now that he has the support of some high-placed friends...

A big, long in-depth story was in Saturday's Mercury News about the new County Executive Jeff Smith. He has some fans, namely the County Board of Supervisors, who extended his contract through 2013. But the more interesting part of the story is the detractors: the County's unions do not like Jeff Smith. But that might be expected... but Congresswoman Zoe Lofgren? Apparently Smith pushed off a meeting with Lofgren for months. Here's what she said:

"His comments so far appear to be precipitous, haphazard and detrimental to the foundation of county government... People are calling to complain to me. I spent 14 years of my life making a good hospital and many of us are thinking, 'What is he doing?'"

Well, we know he isn't making friends with people in high places...

That isn't the only County employee in the news this week... there is a new County Counsel in the mix -- the acting County Counsel Miguel Marquez is getting the acting removed from his name...

The Merc's Internal Affairs shed some light into how the employee negotiations are going at the City of San Jose. It seems that City Manager Deb Figone had her lunch at Flames interupted by some city workers that were having a protest and started banging on Flames' windows yelling "Save our jobs!"... of course, Figone used to eat lunch at Morton's, but since the pay cut, she's now at Flames... We also learn from IA that the San Jose Redevelopment Agency forked over a $62 million check to the State Govenrment t his week. No word yet if the Governor has signed the thank you note...

Also in an attempt to get attention for their union plight, Jim Unland at the San Jose Police Officers' Association wrote a Memo to the Mayor on Friday... we're sorry we missed it then, but the Mayor probably isn't...

Perhaps this will help with the Figone/Employee and Police/Mayor relations: Measure K in San Jose got the deep dive in Sunday's paper as the Merc's Sandra Gonzales goes into the lovely Garden City Casino for some "man/woman on the street/at the table" interviews and looks at the pros and cons of relying on gambling to plug San Jose's budget holes...

The Water District reversed course and approved a new map for districts. Gilroy is no longer with Palo Alto... And that new Gilroy/Morgan Hill district is the one that the fast-food toy-loving Supervisor Don Gage will run for this fall... But the Mayors of Gilroy and Morgan Hill are still not pleased...

Sometimes it is good to have a reporter/columnist that is over 25 years old... such is the case with Scott Herhold. He gives a great perspective on Larry Pegram's first go'round on the San Jose City Council. If you read between the lines, Pegram left the Council with his three buddies on the heals of a bribery scandal... Pegram wasn't indicted or found to have done anything wrong...

File this story under D -- as in "Drive Cindy Chavez Crazy." Local political consultant Jude Barry is a founder of a technology firm that allows folks to register to vote and sign ballot petitions through iPhones, iPads, and other smart phones. It is the same company that landed Barry on the California Labor Federation's Do Not Patronize list... (This story should tell you how important that list is...) The Santa Clara County Registrar is accepting registrations that use Verafirma technology...

File this story under W for Weird... the Merc Editorial Board, generally a pro-education parcel tax bunch is "reserving judgement" on one parcel tax this June -- Measure I in Alum Rock Union Elementary School District because they are not including charter schools in their tax measure. The other parcel taxes in Milpitas, Oak Grove, and Mount Pleasant get the Merc Editorial nod...

Palo Alto may be getting some taller buildings... above 50 feet actually. Expect the NIMBYs to start the rebellion soon...

Ken Yeager and the rest of the Santa Clara County Supervisors (except Don Gage and George Shirakawa) get props from Dorothy Dimitre in the San Mateo Daily Journal for their fast food toy ban...

We didn't write about this last week, but it doesn't mean we missed it. Saratoga City Councilmember Susie Nagpal died last week. Very sad story.

And because sometimes important things happen outside of our regular sphere: Burlingame and its police department have started the long road toward pension reform. From the San Mateo County Times: "...Police sergeants and captains in Burlingame have agreed to pay freezes through the end of the year and are ready to cut retiree benefits, the first union contract that includes pension reform for a city struggling to deal with escalating employee costs..."

"...When he served on the council, Williams was an enthusiastic supporter of the plan to blanket the pristine valley [Coyote Valley] with homes. Trading the region’s environmental quality for short-term union jobs is unsound public policy..."

San Jose Unified is getting a new Superintendent -- Vincent Matthews, who has been the state appointed overseer of Oakland's public schools. Welcome to town Mr. Matthews...

While one public education institution ends its search for a new leader, one will start their search. San Jose State's President (of two years!) will leave San Jose State. John Whitmore was the 4th President in 7 years. The search begins... again... again... again... (Mission City Lantern has something to say about this...)

San Jose will join forces with other right-minded (or is it left-minded) California communities in pushing for some sort of boycott of Arizona... Don Gage and Pete Constant are the only (tea party) hold outs and are supporting the Arizona law -- sort of. Expect lots of American flag t-shirts and a Tea Party rally before the Council meeting in June...

When the San Jose City Council does take up the issue in June, it is likely that they won't get a lot of text messages during the Council meeting... John Woolfolk at the Merc looks into the lack of texting between lobbyists and the Council during Council meetings, which they banned a few months backed -- it wasn't so much as a ban as much as it was that those texts were open to the Public Records Act. We did learn something interesting from Councilmember Ash Kalra:

"Councilman Ash Kalra said he was messaging back and forth with his staff about unrelated upcoming agenda items, something he does frequently because "it's the one time of the week when they have me captive and I can get stuff done.""

That probably isn't very reassuring to all those public speakers (and City Staff) who think that Kalra is actually listening to them... silly public speakers (and City Staff)...

Yesterday was the Merc's deep-dive into the Dolores Carr half of the DA's race, today is Jeff Rosen's moment in the spotlight. There is lots of good information in the piece about his background, his law school days, how he didn't like being an associate at a law firm, and this little tidbit: he weighs 140 pounds...

The Metro's endorsements have been piling up on someone's desk, because they are all coming out at once. First it was Magdalena Carrasco and now it is Jeff Rosen. Just so we are clear, Metro endorsed Dolores Carr last go'round, but not this time...

49ers in. Yahoo in. The Santa Clara City Council is having a very busy year...

The Mercury News Editorial Board agrees with just about everyone else that the Water District should redo how it redrew their District lines... the District has scrapped the old plan and now is looking for a new plan...

The Merc Ed Board also commends the East Side Union High School District Board for cutting their own stipend and insisting on paying part of their medical benefits... which begs the question: East Side Union Board members get a stipend and health benefits?

We can't believe we've missed out on another local blog... Sunnyvale City Councildweeb Jim Griffith is writing frequently and brings us an insider's perspective to the goings on in Sunnyvale. Read more at dweeb.org... the latest updates are about Nokia opening up their Nor Cal headquarters in downtown Sunnyvale, which is "huge" according to Jim's Council Blog... He recommends: "...every one of us should immediately go out and buy our City Manager, our City Attorney, and their respective staffs a large bottle of their favorite alcoholic beverage..." That would be a sleepy party...

In sad news, the ACLU is closing its San Jose office because of budget cuts. That will make San Jose Police Chief Rob Davis and the POA pretty happy... but it makes Watch Dog sad. Why? First, the ACLU protects idiots like Watch Dog... and second, the ACLU local person, Skyler Porras, was a great quote. Remember these highlights?:

About a plan for the San Jose Police Department to police themselves: "...Asking the police department to police themselves has been about as effective as asking a teenager to ground themselves after missing curfew..."

This is not the type of news that Morgan Hill likes, we'd guess. The Live Oak t-shirt flap has reached a new level of idiosy. Hundreds showed up to hear themselves talk and to get on the evening news yesterday... One question remains: when will Sarah Palin chime in?

The Santa Clara Valley Water District seemingly can't get out of its own way on their redistricting plan. They put Gilroy with Palo Alto which almost prompted the South to invade the North talking about states' rights... Anyway, the Water District reversed its decision and will scrap the map and start over... sounds like a plan that would have been a smart idea before the initial new map was released... better late than never?

Yesterday, the Mercury News Editorial Board announced their endorsement for San Jose City Council District 5: Magdalena Carrasco. Later in the day, the Metro came to the same conclusion. Some choice quotes:

"...Carrasco has a shot at this seat because she seems better able to connect with East Side voters. The fact that she is fluent in Spanish is a big plus with many of them (Campos does not speak Spanish)..."

"...Xavier Campos worked for 20 years at the Mexican American Community Services Agency (MACSA), ultimately becoming chief operations officer. MACSA is now under criminal investigation following findings that it was skimming from its employees’ pension funds..."

San Jose Inside gives us a glimpse into the County Board of Supervisors meeting, which we know you didn't attend... Shirakawa cried about the Arizona anti-immigrant law. Seriously, check out the story...

Dolores Carr gets a write up in the Merc today looking at her successes and talking about the other stuff too. The story comes with the obvious headline: Carr seeks re-election despite 'mistakes'... When you are the incumbent and the words 're-election' and 'mistakes' make the headline the week ballots go out, you aren't having a good week...

The mural at Mineta San Jose (International?) Airport Terminal C (that's the one you don't fly out of) will come down with it. The Merc's Joe Rodriguez gives some background about the mural and its struggle to survive.

Ballots are out... candidates are running around like crazy... and the Merc is about to weigh in on all the races... A while back they endorsed Teresa Alvarado for Supervisor... and Jeff Rosen for District Attorney... and now they are getting into the San Jose City Council races. District 5 is first up and they give a big nod to Magdalena Carrasco to replace Nora Campos. Some choice quotes that District 5 voters will be seeing a lot of in the coming weeks...

"What she lacks in political connections, she makes up in intelligence, thoughtfulness and a deep understanding of the values and needs of the community. We recommend her in the June 8 primary."

"Despite having served on the Planning Commission, he shows little insight into city operations."

And perhaps the most damning...

"He [Xavier Campos] was chief operating officer of the Mexican-American Community Services Agency, which is under criminal investigation for skimming off workers' retirement contributions. He says he was aware of MACSA's cash-flow problems but not the diversion of funds."

New, high-tech luggage scanners at Mineta San Jose (International) Airport get a write up in today's Merc. They are apparently cutting-edge, very cool, and something that "should be done everywhere"... Now, if only airlines and people started flying out of the joint, they could actually start using the luggage scanners...

Apparently several judge seats are up in the County... Tracey Kaplan at the Merc had the (tedious) task of getting into the nitty gritty of each race.

The San Jose/Evergreen Community College District is closer to getting a new chancellor... there are three finalists -- one local (the President of Evergreen Valley College) and two not so local... Watch Dog will bet on one of the two not so local folks...

The not-so-newly-formed Santa Clara County Elections Commission will meet finally... after 2 years. This seems to be over the objections of the Registrar of Voters. He seems to hate oversight more than a large, local police department does...

Add a rail company to the list of folks opposing High-Speed Rail... Union Pacific.

The Sharks are moving on to the Western Conference Finals. For those of you who know nothing about hockey, that means they are 8 wins away from hoisting the Cup... but a tough 8 wins.

And Dallas Braden, the Oakland A's newest arm pitched the 19th perfect game in MLB history... hopefully Mr. Braden will still be in the green and gold when the open in San Jose...

The Chronicle goes deep into the details about the 49er's campaig n in Santa Clara...

It is May 10, which means ballots will actually go out to voters today... and the news reflects that timing...

Thanks to a South County Watch Dog, we actually looked at the political endorsements in the Gilroy Dispatch this weekend. They endorsed Teresa Alvarado for County Supervisor, which is important. But the hit mailers that was undoubtedly written this weekend and will be mailed this week will be full of this quote about Alvarado's opponent, Forrest Williams:

There is one candidate who is the poster perfect person for what Santa Clara County absolutely does not need. Forrest Williams panders to public employee unions, takes their money and is happy to do their bidding. A vote for him is a long-term sentence for financial disaster and assures an acrimonious battle at the county level as tough economic choices are made.
All evidence points to the fact that (incumbent, barely being challenged) Pete Constant is doing some opposition research on the folks running against him. We learn this from Sunday's Internal Affairs column in the Merc. It seems his two opponents have both been arrested, and Pete Constant knew enough about it to call on of his opponent's arrests a "wet reckless" which means challenger David Clancy was drinking when he got pulled over his car. We wonder where a former police officer could learn those things about his opponent... hmmm... Thinking about it further, however, Wet Reckless would be a good description of the old Club Wet nightclub downtown too...

Jeff Rosen went north and south for a pair endorsements for District Attorney, the Gilroy Dispatch and the Palo Alto Weekly get on the Rosen Train...

We thought Scott Herhold was done with writing about the District Attorney... but apparently not. He continues his anti-Dolores Carr effort, this time, mostly about how funny it is that she has two PR people on staff, while at the same time cut the cold-case unit. He goes into specifics about how having 2 PR people on board is actually the opposite of transparency, the reasoning Carr gives for having PR people in the first place. (Kathleen, feel free to defend Dolores Carr below...)

Three school bond measures get the Merc Editorial nod... A, E, and G...

Now, onto Morgan Hill, Arizona, and Tea Parties...

Arizona used to be so quaint... with the lack of Daylight Savings time and all. Now it is the hotbed of regressive anti-immigration policies... and the City of San Jose isn't going to stand idly by, they are going to ban travel and official city business with the Sun Devil state.

Scott Herhold chimes in on the Morgan Hill t-shirt flap. (He's been very busy...) He doesn't think the kids that were wearing the shirt are right... but he doesn't think they should have been kicked out of school either... We also learn that he "...loathes the simple dictums of the tea party movement..." Perhaps he should look into which local elected officials have been to the local Tea Party rallies...

And of course, the obligatory Tea Party rally happened in Morgan Hill over the weekend as Watch Dog predicted:

Also from Internal Affairs, we learn that former Alum Rock Union Superintendent, who got fired, is now going to be the Superintendent at the Greenfield Union School District. She was appointed by the State Board of Education... Internal Affairs filed this in the "what were they thinking" file...

That wasn't the only Alum Rock School District-related news thought, they might push a mandatory parent volunteer effort... good luck with that.

Remember the stranded singers from Mountain View who spent a week in Paris because of the volcano? Well, they are holding a benefit concert to pay down the debt from baguettes, onion soup, and cigarettes...

Don Rocha - the handsome one, Jim Cogan - the Constant one, Larry Pegram - the right wing whacko one, Robert Cortese - the karaoki one, and Cueva, Greer, and Trout - the ones also running... Perhaps with all the City Council races going in, Terry Christensen gets his City Council Districts mixed up with this quote: "This is a lower-key and less-engaged district than some..." Of course, based on the amount of research Watch Dog does, which is very little, it seems more people vote in District 9 than in almost any other City Council District, but why let facts get in the way of a good quote Mr. Christensen...

Speaking of City Council races, the San Jose District 7 race gets a big write up in the Metro/San Jose Inside with Minh Duong as the central antagonist... Madison better watch out, Duong has a District map with push-pins in it...

Speaking of local races with a write up in the Metro, we also learn that Jeff Rosen and Dolores Carr can't even look at each other in the eye... and no, that isn't a short joke Mr. Rosen...

The Governor was in town yesterday for a Laurie Smith fundraiser... remember when it was a big deal with the Governor came to town?

We all know that the Governor's boyfriend Abel Maldonado is now the Lt. Governor... and that the Governor wants Maldo's seat filled with two special elections, one in June and one in August, but a new lawsuit may hold up those elections...

If Carly Fiorina hadn't already alienated every single in the Bay Area, she appears to be appealing to the most far-right of right... because Sarah Palin endorsed her. Well, from one unqualified candidate to another... It's like getting the old McCain band back together again... (There are many, many jokes to tell...)

Santa Clara's power plant on Robert Avenue is up and running again after being under Cal-OSHA's watchful eye for the past couple of months. Here is the exact right thing to say after you've been under investigation and closed down for several months by Cal-OSHA, "Our interactions with OSHA were positive and constructive." That's from Larry Owens from Silicon Valley Power. As if someone would say that their interactions with OSHA were negative and unconstructive...

While we're on utilities, the Merc's Editorial Board thought the Water District was righting its governance ship... but then the redistricting came out and now the Ed Board says that they "must reject gerrymandering"... the City of Gilroy agrees...

The City of Campbell has a plan to right its financial ship... and it includes cuts and "revenue enhancements" which are not nearly as robust as other kinds of enhancements...

Anti-High-Speed Rail folks have a new picture for the center of their dart board as a new CEO was named... Roelof van Ark... who will make $375,000, which seems low considering all the NIMBY meetings this guy is going to have to sit through up and down the Peninsula...

Mr. van Ark is coming on just in time for a new lawsuit from the duel NIMBY capitals of the Bay Area, Atherton and Menlo Park...

From fast trains to very, very slow trains... VTA is looking to make some lightrail trains express to drive ridership. Sounds like a pretty good idea to us, since we once beat a VTA train in a race and we were on foot.

Oh, poor Mineta San Jose (International?) Airport. They are considering cutting positions, contracting out services, and generally driving Cindy Chavez absolutely bonkers... the proposed cuts/contracting could save a whole bunch of cash all in an effort to get airlines to start coming back, or at least to stop cutting flights...

And no amount of cutting or contracting out will bring Tapestry in Arts back this year apparently... it joins the fireworks display downtown as canceled events in San Jose...

Scott Herhold follows the County budget closer than some Supervisors do. Especially Supervisor George Shirakawa. (Remember, Herhold told the story about District Attorney Dolores Carr's car...) Shirakawa and his fiscally responsible staff, headed up by Eddie Garcia, are over budget and don't seem to know why, which is reassuring. The curious part is that Herhold's story doesn't mention the second in charge to Garcia: Xavier Campos. You'd think Campos would be able to deal with the budget in the office, y'know, because of the bang-up job he did as MACSA's Chief Operating Officer...

San Jose District 5 got the breakdown treatment this week, so did Districts 1 and 3 (from Joe Rodriguez), and now it is District 7's turn, where incumbent Madison Nguyen runs for that seat for the 17th time... John Woolfolk at the Merc has been very, very busy...

Speaking of the District 3 run-down, it seems Councilmember Sam Liccardo disagrees with some (or all) of what Joe Rodriguez wrote according to Liccardo's letter to the editor...

George Beattie, the not-nearly-as-much-fun successor to Bobby Lopez at the San Jose Police Officers' Association, writes for Protect San Jose about the back and forth and back and forth between the POA and the City of San Jose, with copies of the letters that are flying between North 4th and Santa Clara Street...

Guess what Steve Poizner's internal polls say? That he's catching up. Guess what Sarah Palin's polls said about her? That she was qualified... it doesn't make it so Steve, it doesn't make it so...

In other political news (about people way behind in the polls), Yoriko Kishimoto gets a write up in the Almanac/Palo Alto Weekly. She is running for State Assembly for Ira Ruskin's seat against Josh Becker and Rich Gordon.

Stanford Hospital and nurses still aren't getting along nicely. The hospitals just rejected a proposal from the nurses... who previously had rejected the "last, best, and final" offer from the hospital.

Just to give you fair warning, four students were sent home from school at Live Oak High School yesterday for wearing American flag t-shirts on Cinco de Mayo, it was viewed as incendiary. (Perhaps it was the t-shirts and the tight-cropped hair cuts...) This will be a controversial issue that will likely make Fox News, the Rush Limbaugh Show, and probably spark a Tea Party rally as well.

The pilot program followed Mercury News reports that San Jose police were arresting more people on charges of public intoxication than any other law enforcement agency in the state. Some community members alleged the statistics showed police were inappropriately using the public drunkenness law as "social control," a charge police denied.

Speaking of the San Jose City Council, the Merc's John Woolfolk provides a preview of the San Jose City Council 4 way race to replace Nora Campos. We learn that Nora is Xavier's older sister, that Manuel Herrera ran for City Council in a different district, that Aaron Resendez is a press operator, and that Magdalena Carrasco is "a hard charging mother"... The County of Santa Clara has a big, gigantic $200,000,000+ deficit that they need to bridge. How? Like everyone else does: use reserves, cut jobs, "streamline services," and banning toys at fast food joints... But leave it up to a realist (non-politician) to shed some light on things. Patricia Gardner of the Silicon Valley Council of Nonprofits adds, "...it is great that [County Executive] Smith is preserving so much of our servcies at a time when our community is having so much hardship...[but] we need to be mindful that this budget does not take into account any of the state cuts..." May revise next week... hold on to your hats...

The folks in South County are not too pleased (apparently) with the new redistricting lines drawn by the Santa Clara Valley Water District Board... that's because one of the two seats puts Gilroy with Palo Alto... can't we all just get along? Or at least get it right?

Joe Rodriguez in the Merc tries to get back into the political realm and breaks down the similarities between the San Jose City Council re-election races of Pete Constant in District 1 and Sam Liccardo in District 3. Two popular incumbents, also-rans running against them, etc., etc.

A San Jose Police Officer that is due to be laid off saved the life of a cyclist this week. Chief Davis jumped at the chance to praise the officer after getting bashed by Protect San Jose last week...

This is weird, and seems a little out of line. Councilmember Pierluigi Oliverio writes an open letter to San Jose Police Chief Rob Davis on San Jose Inside pushing for the promotion of Captain Gary Kirby... Watch Dog has to wonder whose water PO is carrying with this....

Another tough day for the South Bay Labor Council in the Mercury News. This time from the Editorial page regarding the San Jose (barely) International Airport and recommendations from the Airport head honcho that should be re-looked at to cut costs at the airport to make it even a little bit competitive with SFO and OAK. They include: "...contracting out services and paying living wages..." That will be a fun Rules Committee meeting on Wednesday...

While we are on it... we bring you this from the Chronicle: "San Francisco and its largest union have reached a long-delayed tentative agreement on a giveback plan, helping the city trim its projected $483 million budget deficit."

While we are on SFGate.com...

The Chronicle gets in on the action, obviously. The newspaper is so worried that they will lose the 49ers and that their beloved Giants will somehow get hurt if a team moves 30 miles further away, that they are now writing Editorials criticizing the A's for cracking down on their banner policy in the stadium. (We'd LOVE to see someone try to put up a banner anywhere in SBC, errr AT&T Park...) Actually, the Editorial isn't that bad and tells the Oakland City Attorney to back the f... up.

You have got to love California. In November, we will have a ballot measure, funded by oil companies, that looks to make AB 32 (the big anti-global warming bill) obsolete and a ballot measure to make recreational pot legal. Ironically, you will need to smoke pot to make all the November election commercials bearable...

This will make some people really happy... and some people not so much... metering lights in San Jose on 280. Thank you Mr. Roadshow for the heads up.

Sharks win again. Now they are up 2-0 against the Hockey Town Red Wings... As Sharks history proves, this is when it gets exciting.

The Merc's John Woolfolk talked to "friends, foes" about San Jose Mayor Chuck Reed's grade for his first year... Woolfolk talked to Chavez (who apparently IS still talking to the paper) who said bad things, Terry Christensen who said pretty good things, Raj Jayadev who said bad things, some average voter-types who said pretty good things, and Supervisor (and loser to Reed in 2006) Dave Cortese who said, "What he promised is what he delivered..." which reads to Watch Dog like a back-handed compliment, considering Cindy Chavez has often criticized Reed for promising very little...

The story about the SJPD beating of Phuong Ho took another turn we learned on Friday. Mr. Ho, the Vietnamese national San Jose State student filed a federal lawsuit against the San Jose Police officers, alleging that the Police violated his civil rights by using excessive force... $6 million is being sought. Mr. Webby's importance to the Mercury News continues...

Say it ain't so... the head of the San Jose Police Officers Association thinks that cuts and layoffs to the SJPD would hurt morale and public safety... Right, because having officers sued in federal court and on the front page of the paper is good for morale...

2,600 undeveloped acres near the water treatment (sewage) plant would be perfect for... sports! According to a lengthy, and no doubt boring, public meeting this weekend...

If it's Sunday (and it was yesterday) it is Internal Affairs day in the Mercury News. And in the midst of a campaign season, the "tips" must be flying fast and furious to the Merc reporters who contribute to IA... this week's stuff:

Because we can't help ourselves, Watch Dog Silicon Valley is now the "point out Mayor Ron Dellums' shortcomings" blog... yesterday we wrote about his Palin-esque (or was it Yoda-esque) quote in the paper. Today it is a story from the Chronicle about Mayor Dellums going back on his pledge to take a 10 percent paycut. (He needs the money to pay the IRS who probably have their own internal blog about Dellums' shortcomings... DeadbeatDellums.com) But should MLB really listen to guy who can't pay his taxes and goes back on his $18,000 paycut pledge? Just asking. We'll add this to the "things that won't happen in San Jose when the A's move here" list: there will be no anti-Wolff banners, there will be no anti-A's City Attorney, and there will be no Mayor that gives back his paycut... San Jose looks better and better everyday... don't you think Bud?

Super Bowl in Santa Clara? It could happen, and James Rowen will absolutely be there... His blog-enemies will absolutely not be...

But a story in today's Merc brings up the prospects of "...Raider Nation -- and its rough-and-tumble reputation -- descending on Silicon Valley for football Sundays..." and how that might impact the vote in June. It ain't the wine and cheese-going 49er crowd, that's for sure...

High-Speed Rail could be in trouble, according to a new State audit because it... "...suffers from 'weak oversight,' 'lax' management and a shaky funding plan..." Funny, we thought that was the norm for things coming out of Sacramento... One thing for sure, this audit will be the talk of the country-club set in Menlo Park and Atherton this weekend...

How'd they find $2.1 million? $438k in grants, $562k in capital improvement reserves, and the other $1.1 will come from a private lender or reserves...

Shock of shocks! Oakland is now trying to keep the A's in Oakland, after ignoring them for a decade... they have some sites picked out and now they have an economic study that states the obvious: MLB is good for business and jobs. Perhaps former Mayor Jerry Brown should have commissioned that study and then tried to keep the team 10 years ago... But you have to love Mayor Dellums' quote about the new economic study: "We know that it has a spiritual quality in that people love very much to be excited by the ability to root for the home team..." Is Sarah Palin now writing talking points for Mayor Dellums? Either that, or Dellums has morphed into Yoda...

And if that wasn't reason enough to leave Oakland... a follow-up from yesterday's news that folks were kicked out of the stadium for criticizing Lew Wolff... the Oakland City Attorney says that banning signs from the stadium is unconstitutional and is making a big fuss... there is a 100 percent chance that San Jose's City Attorney Rick Doyle would never do such a thing. Welcome Lew Wolff... no signs, no politically ambitious City Attorney's, and no crazy Mayors (see above)...

But leave it up to some SF-based media to bring hyperbole into the mix when it comes to Oakland, San Francisco, and San Jose and the A's plans... the same study that garnered the totally awesome (and weird) Dellums' quote brought this headline: A's leaving Oakland would devastate city's economy. Which begs the question: What does it do to for Oakland's economy when nobody actually goes to the games? (Or when folks get killed in broad daylight downtown?) We're just saying...

Speaking of sports teams... the Red Wings are in town for the NHL playoffs, but they landed past the curfew, and like in high school, breaking curfew has consequences. While the Red Wings won't be grounded for Game 1 tonight, let's all get on the bandwagon for the Sharks, shall we?

"Damn it Google, why are you so good at finding out all those Mercury News stories about me..." While that probably is not a direct quote from San Jose Police Chief Rob Davis, it might as well have been as he lost out as a finalist for the Dallas Police Department top job... I wonder if it the Merc's Sean Webby finds irony in the fact that he gets to write the story about the Chief not getting the job in Dallas when Webby's previous stories were likely a factor in the Chief not getting the job...

Where to even begin on a day like today. Contentious budget cuts at San Jose City Hall? No. Banning fatty toys at the County Building? No. Sacramento shenanigans that have impacts in Silicon Valley... perfect...

There might be an election in some parts of Silicon Valley in May, June (x2), August, and November... that's because the Governor would like to fast-pitch the special election to replace Senator/Lieutenant Governor Abel Maldonado... (we wonder who this helps... hmmm...) "Hello Pat, It's Arnold. What are you doing between now and August?..."

The Santa Clara County Board of Supervisors voted 3 to 2 to ban toy giveaways at fast food joints within unincorporated areas of the County. The two that voted against the measure: Don Gage and George Shirakawa... seriously, this stuff writes itself...

Big day at San Jose City Hall yesterday... they were voting to cut the fat a little bit further, including their own paychecks. The tension at City Hall is apparently at an all-time high... or so they say. Unions are pissed at the City. The City would (ahem) like more cooperation from the unions... and never the twain shall meet, apparently. So the City Council needs to do something, and the only thing they can really do is cut -- and without willing unions, they have to cut non-willing unions..

That is on the cut side of things, but on the revenue side of things in San Jose, there are tons of folks looking at Measure K as one way to help stem the tide. Measure K would allow the City's two card rooms to expand in return for a higher rake for the City's coffers. (New slogan: What happens in San Jose, stays in San Jose...) The San Jose Police Officers' Association is opposed to the Measure (so are a few Council members)... but the San Jose Firefighters have thrown their support on the other side of things. Firefighters and Police Officers usually don't break ranks with each other on such things... perhaps this is a sign of things to come?

Earmarks are the bane of every good-government stalwart... of course, the disapproval is for other people's earmarks, not our own. Our folks requested $612 million in earmarks in next year's budget, which does not include the cool billion that Congresswoman Jackie Speier is proposing for Bay clean-up projects...

Minton's in Mountain View is about to get 203 units of housing. Of course, the new development isn't without detractors or NIMBYs... Mayor Ronit Bryant said it pretty well, in Watch Dog's estimation: "Will it bring more people into the neighborhood?... Yes, and I want more people downtown. We can't be proud of having a vibrant downtown and then say we don't want any more people in it..." You said it! Perhaps they could share the love with downtown San Jose?

You remember the story about the consultants that the City of Palo Alto hired to look into how to save money within their fire department... and how the consultants had never ever, not even once, recommended staffing reductions? Well, the consulting firm has been sacked...

Here is a heartwarming story from South County: A mother was arrested (and her kids were taken from her) because she left her kids alone at a motel. The four year old was wandering around the parking lot and the two year old was in a room alone. A special place in hell awaits...

We'll end with this, in case you don't read the East Bay Express... (pregnant pause) ... Some fans have been kicked out of A's games in Oakland for having anti-Lew Wolff banners. No wonder Lew Wolff wants to get out of there as soon as possible...

Reed: "Lew, you have my word: no banners in Cisco Field..."
Wolff: "That's the guarantee I've been looking for. Thank you Chuck... When can we move in?"

El Camino Hospital is having a tough year in the budget department... they are $11 million short so far this year. Which makes it a great time to join the Board, which is what Patricia Einarson did by way of appointment this week...

Speaking of hospitals... a highly critical report was release this week of Valley Medical Center: "overstaffed," "high pay and benefits," "plagued with inefficiencies," etc., etc., etc. It must not be a good morning at 70 West Hedding...

It is political season in Morgan Hill. Two folks have declared their intention to run for Morgan Hill City Council in November: Michael Castelan and Rick Moreno. The seats they are running for are currently held by Greg Sellers' (who not be running again?) and Marby Lee (who hasn't decided to run yet or not)...

The protest letters to the Water District were due today, so if you are pissed about the ground-well fee, we hope you spoke up or will forever hold your peace...

You remember that there was "trouble in paradise" between the Los Altos School District and its teachers' union over contract issues... it was punted for a few weeks until something could be worked out that could pass the school board -- and now it seems to have passed the school board... barely. The best part of this story is that one of the board members used the phrase "hissy fit" in her comments before voting yes...

You remember the singing group from Mountain View High School that got stranded in Paris, right? Well, now they have to raise $50,000 to pay for their baguettes, escargot, and espresso...

Sharks, Sharks, Sharks... onto round two of the playoffs. A choke-free playoffs, perhaps? Tickets go on sale Tuesday at 10 a.m. -- perhaps Councilmember Liccardo can help you score some tickets...

We learn today that 52 percent of folks in Santa Clara are supporting Measure J, the stadium measure, with 36 opposed and 11 percent undecided. Which begs the question, who are these 11 percent of the people. The stadium has been a civic question in Santa Clara for about 2 years, give or take. Have they not picked up the Weekly, the Mercury News, or talked to a neighbor in that period of time? And you know this must be newsworthy because the Chronicle picked up the poll numbers as well...

Lawyers, lawyer, lawyers. Cedar Fair, the folks that own Great America, love their lawyers. They are trying to renegotiate their lease at Great America in Santa Clara to account for the 49ers stadium.

San Jose is pushing forward with buying the land around the proposed A's baseball stadium site near Diridon Station. Tracy Seipel at the Merc has the run-down about which pieces of land need buying and which ones don't... (Note to Michelle McGurk: Please clip and send this story to Bud...)

Speaking of buying land... San Jose Councilmember Nora Campos gets a little piece in Internal Affairs written about her -- and not in a good way. The gossipy piece talks about how she was (perhaps?) shilling for her husband's unions when she made a stink about the sale of the $20 million pair of parking lots in downtown San Jose and if the eventual developers will use "prevailing wages" to pay its workers to build -- which, it is noted in the story, the City of San Jose and the Redevelopment Agency has no ability to demand or enforce...

Internal Affairs finally catches up with the Metro/ San Jose Inside (Chuck and Larry?, San Jose Inside, April 8th) in running a piece about a possible Mayoral endorsement of right winger Larry Pegram in the San Jose City Council District 9 race. The Mayor's spokesperson gives a classic non-answer/answer: "As of today, he has not endorsed anyone." Of course, that was yesterday, who knows about today...

Teresa Alvarado got the nod from the Mercury News Editorial Board for County Supervisor... they call her "a standout"... (Cindy Chavez is going to be really, really pissed about that endorsement... so will Forrest, Mike, Tom, and Peter...)

From the previous Hispanic Foundation chief to the current one... Ron Gonzales, you remember, the former San Jose Mayor, climbed out from under a proverbial rock to pen a piece for a newspaper that he had a pretty big feud with. Bygones, we guess... He writes about the need for companies to come to the aid of schools locally.

Speaking of feuds with the local paper... Here's something that Protect San Jose will actually like that is written in the Mercury News. The words "police tactics" and "widespread praise" are in the same headline... the story is about the downtown San Jose policing, which was (ahem) a bit of an issue for a while...

The San Jose City Council will consider (again) cutting its salary and the salary of high-ranking City officials. But that isn't the part of the story that is striking in any way, this passage is: "...a 10 percent salary cut would bring council members to $84,442 — less than the wage of the average city worker..." The average working in the City of San Jose makes $88,000. $88,000! To quote the head of the Municipal Employees' Federation (who was critical of how much high-ranking City officials make): I'd love to have that kind of accounting in my checkbook...

Interestingly, a similar story (sort of) appears in the Chronicle today, noting that 1 in 3 employees in the City and County of San Francisco government make over $100,000. Perhaps the Merc could re-run their numbers and find the same thing for the City of San Jose (and perhaps even for the County of Santa Clara...)

The Morgan Hill Times does a deep dive into the District Attorney's race... and uses more flattering pictures for both Carr and Rosen. That is something they can probably both agree on, that newspapers ought to use flattering pictures...

Meg Whitman = Big Connections... and she showed it on Friday night when Mitt Romney and John McCain showed up at an event in Redwood City. Of course, both of those guys lost their last election, so perhaps she should invite more folks on a winning streak... just a thought.

Morning News Round-Up -- 4.23.10: Leaving Mommy and Daddy Warbucks is a good thing...

The only San Jose news today is that the Sharks won... they lead the series 3-2.

Go electric or go to bankruptcy court... those seem to the options for Caltrain these days. That ain't fun. This would seem to have major implications up and down the region. Let is also be known that they are the first (but certainly not the last) local government agency to utter the "b" word...

Trouble in paradise... Paradise is Los Altos and the trouble is with the school district. Actually, the trouble is with getting a new teachers' contract signed by the school district. Some School Board members think the contract does nothing to address their budget problems now or long-term, some School Board members want to pass the thing and move on. The Board punted passing the contract earlier in the month and will take it up again on Monday. Is this a trend? Is this the educational equivalent of Police Officers and Firefighter contract/ benefit negotiations that cities are dealing with these days? We'll see...

It is very, very clear that (Almaden Valley's) Tom Campbell made the right move at the right time to get away from Daddy and Mommy Warbucks in the Governor's race. As Whitman and Poizner single-handedly boost up California's economy with their campaign spending, Tom Campbell is kicking ass in the U.S. Senate race he joined. A new poll done for Capitol Weekly has Campbell pulling away from Fiorina: Campbell 31, Fiorina 17, and Chuck DeVore (?) at 15 percent. (The betting line in Vegas is now Campbell by 6.5 points.)

Watch Dog is never really sure what James Rowen at Mission City Lantern means when he writes about us... but he wrote about our note on Jude Barry and Ed McGovern having clients on different side of San Jose's Measure K but working together on the 49ers' issue. It is clearly just business, but we just thought it was interesting and clearly that mainstream reporters aren't connecting dots, so we must.

Morgan Hill selected a (Barry Swenson) Builder to help redevelop its downtown... Congrats Mr. Swenson...

The same week as 420, Mountain View wants to crack down on a storefront pot club. Some people have no sense of humor dude... they are suing the club that opened up despite a City ban.

Morning News Round-Up -- 4.22.10: Opposed versus Opposing...

The San Jose Police Officers' Association has opposed the gambling measure on the San Jose ballot in June since it was put on the ballot a few months ago. Of course, they didn't oppose it enough to actually write an "argument against Measure K" for the ballot guide. Instead, they blogged about. So I guess we can say the POA are "opposed" but they aren't really "opposing."

But inside the story in today's Merc there are even more interesting details, if you read between the lines:

Cindy Chavez still isn't talking to the Merc, but answered a question on Measure K through her spokesperson with a "no comment" -- thus violating Rule 1 of press relations.
Even more interesting in the story is this: Ed McGovern pushing a yes on Measure K campaign on behalf of the card clubs and Jude Barry is a political consultant for the Police Officers' Association, which is opposed to the measure. This is interesting because Ed McGovern and Jude Barry are working together in Santa Clara on the 49ers' stadium campaign. Politics makes strange bedfellows... (No Councilmember Oliverio, we don't mean that kind of bedfellow...)

Here we go again... again. Senator Maldonado is gunning for Lieutenant Governor. Can't we all just get along?

While we are in Sacramento... Mr. Smith (well, Mr. Guardino actually) went to Sacramento, and got a piece written in the Merc about their trip... which we are sure will make the San Jose Silicon Valley Chamber of Commerce less than pleased because they went to Sacramento this week and got nothing written...

Speaking of Mr. Guardino, he comes to the defense of Cindy Chavez with a Letter to the Editor in today's Merc. He makes no mention, however, of why she has been in the paper lately: heavy-handed political tactics. But Cindy should send Carl flowers today...

Wouldn't it be great to buy alcohol and Advil in the same place? That way, you can get the cause and the cure for a hangover in one space... Well, the Campbell City Council doesn't think it is such a good idea and denied Walgreens' the proper permits...

The City of Palo Alto hired a consulting firm to see how it might be able to see how to trim costs from the fire department... of course, they forgot to find out if the consulting firm had every actually recommended reducing staffing levels of fire departments ever. The answer? No. Never. Not once. Well, that was money well spent by the City of Palo Alto...

A woman was violently attacked and robbed at the Gilroy outlets on Wednesday in the bathroom. Scary.

What a buzz kill... and during the week of 420: Mountain View Police busted a grow house with $100,000 of pot plants...

In case you missed it, you should probably check out yesterday's post about what the San Jose City Council could have looked like... the way we (almost) were...

The Merc Editorial Board sets the stage for the next budget battle in San Jose. Calling the voluntary pay cut from the Mayor (and Constant and Liccardo and Oliverio and Kalra and Chirco) good stuff, they say more is needed from the unionized workforce... oh, and 1,300 employees in the City of San Jose got pink slips yesterday, including police officers and firefighters. Watch Dog guesses this is serious now... and it is going to get very ugly. Of course, the Police union and the Firefighters union are saying that the City is going to go to hell in a hand-basket. But more interestingly, Cindy Chavez did comment in the story in the Merc, but she did it by issuing a statement... we guess she must be sick of talking to folks at the local paper of record, given the goings on of the past few weeks. Note to Cindy Chavez: You are welcome to speak here anytime you like -- shoot us an email...

Speaking of firefighters... the Merc Editorial Board also chimes in on a bill making its way through Sacramento that would require municipalities to get state approval before filing for bankruptcy... ironic, since the state would probably have a big role in causing the bankruptcy in the first place... the bill is being pushed by the state firefighters union, which is also ironic for obvious reasons...

And the City of San Jose taketh (away jobs) and giveth (away land). Selleth, actually. The final deal for the two downtown parking lots to be sold to the Sobrato Organization went through yesterday, with a $20 million pricetag. Next up for the $20 million... baseball.

The San Jose Police Officer that was on trial for fondling a young girl while on duty was found not guilty yesterday.

A new fire chief will take over in Mountain View... and he is coming from Utah to do it. Welcome Scott Vermeer. We love your paintings...

The battle between Sunnyvale City Councilmember/ Palo Alto firefighters union boss and the Palo Alto City Council continues... the Council officially is asking voters to not sign the Spitaleri petition for a ballot measure... and he is pissed.

Earlier in the week, we learned of a group of band members from Los Gatos who were trapped in Munich. Which Watch Dog didn't think was such a bad place to be trapped... but there is a group of high school singers from Mountain View that are trapped in Paris. Perhaps the Mountain Viewers and the Los Gatans could get together on the German/ French boarder and put on a show?

There has been a lot written lately about the South Bay Labor Council and their heavy-handed political tactics. Specifically, these three high-profile issues:

Cindy Chavez had Jude Barry placed on the California Labor Federation's "do not patronize" list,
Cindy Chavez and Neil Struthers sent a nasty/ threatening letter to Democratic Assemblymembers who wrote checks to San Jose City Council candidate Magdalena Carrasco, who is running against Councilmember Nora Campos' brother/ Neil Struthers' brother-in-law Xavier Campos. (Carrasco's ex-husband is State Assemblymember Kevin De Leon), and
Cindy Chavez tried to rally her Labor allies to endorse Republican District Attorney Dolores Carr over challenger Democrat Jeff Rosen.

Scott Herhold wrote about all this today in the Mercury News...

Labor would like to get their political way 100 percent of the time so they can get their policies passed 100 percent of the time. So, perhaps we should look back at how things could have been if Labor had their way 100 percent of the time.

420... 'nuff said. Now, onto November...

It has been a bad few weeks for the South Bay Labor Council head honcho Cindy Chavez. First she got Jude Barry blacklisted -- which led to bad press. Then she sent a threatening letter to several Democratic Assemblymembers because they are supporting her "opponent" in a City Council race -- which led to bad press. Then her strong, yet unsuccessful, push to get Republican Dolores Carr endorsed for DA was uncovered -- which led to bad press. Today, the Merc's Scott Herhold ties it all up in a bow... He concludes: "...For such a sunny personality, hers are cold tactics indeed..."

"Hi Phil, it's Cindy. Can you relaunch sanjoserevealed as soon as possible? Thanks..."

Watch Dog didn't really know something like this was possible, but... National Hispanic University was sold to a for-profit college conglomerate. Think of it as Walmart coming in to buy your small school. Laureate Education is the purchaser and their company is valued at $3.5 billion. If you are going to sell out, go big or go home, we guess...

Lately when anyone has been talking about Santa Clara, it has been about the 49ers or Yahoo... that's because everyone has stopped talking about the BAREC housing development that was controversial and contentious. But it is finally FINALLY moving forward as the clean-up starts... (If you know nothing about this development, then don't even try to understand the history...)

Yesterday was a bad day to be train-dependent. First a bomb threat that screwed up the afternoon/ evening community, then a suspicious package at the Caltrain Station in Mountain View closed things down for a while last night...

Speaking of trains... but a much, much faster one, hopefully. The Mountain View Council is studying the High-Speed Rail alignment options for Mountain View, and they really don't know what they like best... or least.

One Silicon Valley-ite who is running for high office has released his tax returns... Tom Campbell. And we learn what we already knew... he isn't a rich as Meg Whitman, Carly Fiorina, or Steve Poizner... Most stunning of all, he donated only $600 to charity in 2009. ... that's it. Perhaps the library in Almaden didn't need his help last year.

Speaking of Silicon Valley types running for office... Chris Kelly is a former Facebook executive running for Attorney General. (In case you didn't know that, and if you didn't know that, then you are in the majority...) He is facing some tough questions about Facebook's privacy policies. Questions like, does Facebook have a privacy policy?

Palo Alto is celebrating 420... well, Earth Day actually. They have a bunch of new enviro-sheek things happening.

Well, we thought we were on top of our game. Not that many fun tidbits get by the Watch Dog staff. But an astute reader reminded us of something we wrote some time ago, and how it relates to last week's news...

Here's what we wrote in January:

...You remember that Dolores Carr's office is looking into potentially illegal financial practices and misappropriation of funds by MACSA in running a Gilroy-based Charter School... well, the DA's office is conveniently waiting until June to decide about whether or not to bring charges. It isn't just Watch Dog wondering if this is politically motivated procrastination on the part of Dolores Carr... the Gilroy Dispatch does too. Here is why it might be political: Carr would like to get a certain group's endorsement for her re-election campaign in June... this certain group has a favorite candidate running for City Council in June who used to be in charge of operations at MACSA... if she buries the charges until then, perhaps this favorite City Council candidate rides into office, Carr gets the endorsement, and everyone wins, except voters, of course.

Fast forward a few months, and we read on San Jose Inside/ Metro that exactly what was predicted happened, sort of... Dolores Carr got some impassioned support from Cindy Chavez, the head of the Labor Council, at the Labor Council endorsement proceedings. One can only surmise that Dolores Carr's political favor to hold off on the MACSA stuff played a role in Chavez's hard-sell of Republican Dolores Carr to the Labor Council. Chavez's plea wasn't exactly enough for an endorsement though... so that part of the Dolores/Cindy plan failed... which must have pissed of Dolores Carr to no end, as she is the one who went out on a prosecutorial limb for Labor...

Which leaves the real winner in this sad episode: Xavier Campos...

He got the double whammy: the Labor Council endorsed him (unsurprisingly, given his brother-in-law and sister) and his past affiliation with MACSA has been placed on investigative hold by Dolores Carr until after June, when he will presumably be in an election run-off.

Well, one thing you can say about Xavier Campos, luck is on his side... at least for now.

Speaking of Silicon Valley professional sports... The Merc's Editorial Board loves Measure J: "...The site near highways and rail is perfect for football, and Santa Clara is a well-run city that can capably handle this project..." So does the Merc's Scott Herhold, who says the 49ers' stadium makes sense, even if it didn't make cents... (Mission City Lantern is happy...)

This will make everyone at Protect San Jose very, very angry. (As if they weren't angry enough!) The Merc won a bunch of awards at the California Newspaper Publishers Association annual contest, and the stories that Sean Webby wrote about the use of force by the San Jose Police Department are now "award-winning stories by Sean Webby"...

Oh, and this: Sean Webby has a profile of LaDoris Cordell as she gets ready to move into the Independent Police Auditor's office in San Jose. We learn about her background, her time on the bench, her time in Palo Alto City Hall, and how she will approach the IPA job. We also get a choice quote from Councilmember Pete Constant, who along with the Mayor and Councilmember Pierluigi Oliverio, voted against her appointment: "...I have concerns that her star power may overshadow the role of the IPA..." Because why would we want an Independent Police Auditor that is independent or that audits the police?

Patty Fisher of the Merc dives into the deep end with her column today criticizing the firefighters unions in Palo Alto and San Jose. And even calls out the San Jose firefighters union and their ideas to help close the budget deficit in the city: "...Their idea of concessions is to defer some vacation and their $495 annual uniform allowance. Hey heroes, let's get real..."

It was Sunday yesterday, which means the Merc's Internal Affairs is reason enough to get the paper... usually. This week we learned that San Jose Councilmember Pierluigi Oliverio gets more girls without the beard, even if it is the NHL playoffs and that Dr. Phil is helping State Senator Leland Yee get a bill passed in Sacramento...

Who said that only Southern California could have a 3rd Street Promenade? Not Morgan Hill... their's opened up this weekend to much fanfare... at least a lot of fanfare for Morgan Hill...

There was a brutal attack during a home invasion in Gilroy on Tuesday. The two victims are still in the hospital and one is still in critical condition. Police think the home, and the victims, were targeted.

A group of musicians from Los Gatos High School had a great trip to Europe to play some concerts... on their way back home, they had a layover in Munich, which is where they have been since Friday because of the volcano in Iceland. Don't worry, they are having a great time in Germany and they are enjoying missing class too. Thank you Luftansa! Here is some advice for you high schoolers, from Rick Steves...

Tea Party on Cesar Chavez Plaza (ironic?) happened yesterday. Were you there? Was Pete Constant?

Here's something that perhaps the Tea Party folks might like, San Jose Mayor Chuck Reed and Councilmembers Pete Constant and Sam Liccardo are taking a further big pay cut and asking key City staff leaders to take a 10 percent cut as well. What's good for the goose is good for the gander and all that shit.

Speaking of people that want to be Mayor... Cindy Chavez is in the news again (again, again). First it was her blacklisting political consultant Jude Barry. Then it was threatening Assemblymembers who gave money to Magdalena Carrasco. Now we learn that she thinks that there is some evil cabal trying to screw up her world. So pervasive is this thought that she apparently gave an impassioned plea to labor folks to endorse (Republican) Dolores Carr for District Attorney because Jeff Rosen "...is endorsed by Sam Liccardo, who is linked to former Mayor Tom McEnery and Deputy District Attorney David Pandori..."

Last week we read in a Merc OpEd why the 49ers' stadium was bad dead for Santa Clara, today we read why that was BS and how the football stadium "makes sense for Santa Clara"... or makes lots and lots and lots of cents... take your pick. It is penned by Santa Clara Mayor Patricia Mahan and Councilmember Jamie Matthews.

Emile's. Home of fine French dining in downtown San Jose and child pornography? Well, Emile Mooser, the restaurant's namesake was picked up on child pornography felony charges... and he has never even been a priest...

San Jose State is facing big budget cuts... 76 staff folks are losing their jobs. We are sure Mission City Lantern has some ideas who could be included in the 76...

Speaking of bad news for workers and institutions...

Stanford Hospitals final final offer to nurses was final. Of course, that's if you ask management. If you ask nurses, they think there is still room to move... room to move to picket line maybe.

And this, the Gilroy Unified School District has reached a "stalemate" with the teachers union: how many times can you split $0?

And remember that the Palo Alto Firefighters' Union (led by a Sunnyvale City Councilmember) was circulating a petition to get a ballot measure in November that limited (stopped) cuts to the Palo Alto Fire Department? Well, three (brave) Councilmembers are asking voters not to sign the petition: Karen Holman, Larry Klein, and Greg Scharff.

Hell hath no fury like neighbors facing school field lights...

Shocking! The Mercury News says vote "yes" on the school district parcel tax elections on the (mail-in) ballot this May...

We've seen it in San Mateo County for some time, as Watch Dog San Mateo can attest, but now some Santa Clara County cities and agencies are thinking about consolidating their police and fire departments... like Morgan Hill contracting with the Sheriff's office.

Sharks lost...

Even though Scott Herhold at the Merc thinks LaDoris Cordell was an "odd choice" for the San Jose Independent Police Auditor job... he didn't convince the Editorial Board who called the choice "daring" and "great for the time"... as for the San Jose Police Officers' Association, they have a different opinion:

"...I have serious concerns about Ms. Cordell’s ability to be independent and objective. While she has a right to be associated with community groups that have historically been critical and antagonistic to our officers, this should raise questions about her ability to be objective, just as Chris Constantin was considered biased because of his relationships. I consider this a double standard..."

As we said yesterday, really? Cordell has a brother or sister that works at the ACLU, the NAACP, or DeBug?

Speaking of public safety unions in San Jose, the firefighters looked through last year's budget and found $7 million worth of things that could have been cut from the City Manager's budget, saying that such frivolous spending creates a credibility gap for the City when it says they are broke. The story on San Jose Inside does provide this jab back at the firefighters about their plans to close the budget gap: "...All told, the union’s proposals would come to a little over a million dollars. The total of the contracts outlined in “City Spending Gone Wild” only a dds up to a little over $7 million—loose change compared to the $116.2 million quagmire that the city is still trudging through..."

Another nugget in the San Jose Inside story: lobbyists Dustin DeRollo and Tom Saggau are on the case for the firefighters... perhaps the firefighters forget the great work these two did for bail bonds shops and Club Wet...

Zoe Lofgren on the Supreme Court? Someone in Washington thinks it is a good idea: the Computer & Communications Industry Association. Watch Dog loves the Congresswoman, but we aren't sure about this particular job opening for her...

San Jose City Council races are still heating up. Magdalena Carrasco beat out Xavier Ca mpos for the Chamber of Commerce endorsement yesterday, as reported by San Jose Inside. Perhaps Labor's threatening Carrasco's supporters helped push the Chamber towards Carrasco?

In a nod to NIMBYs, some folks on the Peninsula are considering whether or not to join the (Tea Party?) effort to repeal the High-Speed Rail bond... have fun with that...

Speaking of the Tea Party, there will be a "Tax Day Protest" in downtown San Jose today. That should be a fun, gun-toting shin-dig... In case you forgot, last year San Jose Councilmember Pete Constant joined the (anti-immigrant, pro-Palin) fun... (Thank you tipster for the picture...)

It was a big day in San Jose... where to begin, where to begin...

How about the San Jose Independent Police Auditor?

There is a new one -- former Judge/ former Palo Alto City Councilmember LaDoris Cordell, which will make some people excited (like maybe those that would like an independent Independent Police Auditor) and will make some people less-than-excited (like those of you who like the way it's been). Watch Dog asks one question: Has there ever been an Independent Police Auditor that the Police Officers' Association liked? We'll take our answer off the air... (And our first call is from Scott Herhold, who called Cordell an "odd choice"... Herhold also wrote this: "...And I fear she may get frustrated living with the shackles..." Probably not the best choice of words...) San Jose Inside has a fresh quote from the San Jose POA chief George Beattie: “I have serious concerns about Ms. Cordell’s ability to be independent and objective. While she has a right to be associated with community groups that have historically been critical and antagonistic to our officers, this should raise questions about her ability to be objective, just as Chris Constantin was considered biased because of his relationships. I consider this a double standard.” Does Ms. Cordell's brother works at the ACLU and her sister works at DeBug that we don't know about?

The San Jose City Council tried to make having events in downtown San Jose a little bit easier to produce (cheaper actually)... of course, it may be too little too late for Tapestry and the fireworks...

San Jose Sharks are headed to the playoffs... let the bandwagon grow...

Speaking of the bandwagon growing... the Santa Clara County Board of Supervisors is looking to ban "single-use" plastic and paper bags. Surprise, surprise, Republican Don Gage is opposed to the ban and has found himself with an unlikely ally, former San Jose Councilmember/former Assemblymember/American Chemistry Council shill Manny Diaz... Diaz and Gage on the same side of things -- who'd a thunk?

Here's a shocker... a politically and ethically questionable tactics from the Dolores Carr camp. This time it isn't a conflict of interest with her husband's job or hiring two PR flacks while closing the cold-case unit or botching a rape case... rather, it is about her purchasing billboards throughout the County with her name on and have it paid for by the District Attorney's office... shady, shady, shady. But, we (ok, nobody) expects anything different...

Speaking of County politics... the race to replace Supervisor Gage heated up last night. (Honestly though, could anyone really replace Don Gage?) The candidates -- Forrest Williams, Teresa Alvarado, Tom Kruse (so handsome) and Mike Wasserman -- debated last night... (Peter Arellano pulled a Pete Constant and didn't show up...) From the story, it sounds like the key issue was who had the support of labor unions and if those that could could actually make real change at 801 W. Hedding... (Note: Only one candidate has had their consultant put on the California Labor Federation's "do not patronize" list, perhaps that is the one the union-bashing crowd should get behind. Just a thought.)

A major economic development project in Santa Clara is moving forward that hasn't been written about on Mission City Lantern... Yahoo!

While we're talking about economics... the economics of the City of Gilroy will be discussed in a Special City Council closed session tonight. Specifically they will discuss "unspecified aspects of the contract negotiations with police and fire"... Let Watch Dog specific: the contract negotiations aren't going well and the pension costs are going to bankrupt the City. Even if we all shopped at the outlets, it won't help Gilroy balance its future obligations... well, maybe if we went to Brooks Brothers.

A woman fell into an open manhole on Stanford's campus yesterday. No word if Senator Simitian is a looking to pass a "no texting while walking" law...

Let the battle of millionaires (billionaires?) begin... Great America is suing the City of Santa Clara and the 49ers over their plans to build a stadium. The suit is over the Environmental Impact Report and its legality... as the story in the Merc suggests, this might be a way for Cedar Fair (the folks that own Great America) to improve their position in negotiations with the City and the Team... sort of like the San Francisco Giants complaining about the A's move to San Jose. As we said, it is a battle of millionaires... (Even the Chronicle wrote about the lawsuit, so it must be important...)

Gilroy might be happy about a story where a man drove 3,000 miles to get to their town... if it was about someone going to the Garlic Festival or to shop at the outlets... but this story is about a Canadian man who drove from Ontario, Canada to Gilroy to have sex with a 17 year old. Not exactly the stuff of note for the Gilroy Chamber.

On a lighter note, there are three new chicks at San Jose City Hall... (and no, we don't mean the new summer interns Councilmember Oliverio...)

If you love Ming's in Palo Alto, and any who is anyone in politics does love Ming's, then get ready for a big change in your life. The owners of Ming's are taking all the money you paid for your dim sum and putting into a big new hotel on the same site. Don't worry, a new Ming's will emerge out of the project and they will have plenty of pork buns for everyone...

Because what everyone needs on a rainy day is to think about summer... and nothing says summer like Major League Baseball:

Bill Shaikin of the LA Times writes a great piece about the Oakland Athletics and their quest to move to downtown San Jose. Please Mr. Selig, at least tell us something... anything!

For those of you that remember back a few years ago know that NUMMI was opposed to the Oakland A's moving into Fremont. Well, now NUMMI is gone and Fremont might want the A's back. They got a federal grant to look at possible reuse options and the folks in Fremont might be looking at the Green and Gold again. Unfortunately for Fremont, the Green and Gold are (probably) really, really sick of Fremont...

We know that the Chronicle doesn't like the ideas of the A's moving to San Jose... but even they couldn't deny that San Jose Mayor Chuck Reed having an Opening Day meeting with Bob DuPuy of MLB was a good sign...

And from summer sports to fall ones...

The Merc goes through the "on the one hand" and the "on the other hand" economics of the 49ers stadium. Watch Dog is sticking with James Rowen's version of things and not these guys, if for no other reason than Rowen is much more interesting...

On to things not related to sports...

The task force tasked with figuring out what to do with the Mexican Heritage Plaza is almost done with their work and will send their recommendation for a school for art and culture to the San Jose City Council. Of course, they are sending their recommendation to the City Council with a $500,000 annual price tag... which may mean the recommendation is DOA...

Here's a surprise, San Jose Firefighters don't like cuts to the fire department. Of course, they don't have their own blog, so they are resigned to voicing their displeasure through the media. But when you go through the media, you let the City Manager and the Mayor tee-off on you like Phil at Augusta. The Mayor's retort: "If the firefighters gave up 10 percent [salaries], we wouldn't have to consider this [cutting services]..." The City Manager's mouthpiece Tom Manheim (he's still there?) said: "We're not in a situation that allows us to hold the Fire Department harmless..."

Here we go... it was only a matter of time before legislators on the Peninsula started listening to all the NIMBYs... and Joe Simitian is the first to crack. In the Chronicle's Matier & Ross column today, Simitian raises questions and doubt about the financial projections to High-Speed Rail... but reading between the lines, Watch Dog thinks this is really about neighborhood opposition up and down the Peninsula... who's next? Jerry Hill? Paul Fong?

Yesterday was Internal Affairs Sunday in the Merc...

Item 1: Campos the Elder (Nora): We learn that Roy Avila is not running against Nora Campos after all. (Even though he still has a website up.) Apparently he put more time into his website and initial fundraiser in Los Gatos than in actually getting his name on the ballot... or he cut himself a deal with the Campos clan...

Item 2: Campos the Younger (Xavier): We learn that labor leaders Cindy Chavez and Neil Struthers sent a threatening letter to 11 members of the State Assembly because they gave money to Xavier's opponent, Magdalena Carrasco. (If you would like to see what a threatening letter from Chavez/Struthers looks like, click here.) Sometimes it helps to have a powerful big brother-(inlaw) and sister... Mission City Lantern even chimed in on the non-Mission City-related stuff...

Scott Herhold compares the books of GOP Gubernatorial candidates Steve Poizner and Meg Whitman, becoming perhaps the second or third person in the world to read both books... Essentially, Herhold writes that Poizner is more entrepreneurial and Whitman more corporate... but he also throws in that Jerry Brown is old... which is a theme this week. (The theme was carried through to Internal Affairs, which runs down the funny jokes Republicans made about Jerry Brown's age (72)...)

Palo Alto has a budget gap of $8.3 million. They will close it the way everyone else will close it in the lesser zip codes in Silicon Valley, cutting services, laying off workers, instituting new fees, and charging residents for sidewalk repairs...

It will cost four or five times as much to have High-Speed Rail to go underground... that's the official word. Which means you HSR-NIMBYs should start bombarding the High-Speed Rail Authority now... Oh, and the train won't sit on "berms" in Palo Alto or Mountain View, in case you were concerned about that too...

The sale of the two parking lots in downtown San Jose (for $20 million to Sobrato) adds to the kitty being assembled to bring baseball to San Jose. There are more land sales pending for the baseball stadium, but apparently one of the parcels of land where the infield will be isn't for sale. An AT&T spokesperson, who speaks for the infield land-owners, said the land is not for sale. But when the infield does go on sale, the Redevelopment Agency should have the money now... thanks to the Sobratos.

Remember the Tapestry in Arts Festival in San Jose? You know, the Labor Day weekend celebration of local arts... well, you may have to remember it, because it might be going away. And by "might" we mean "probably is"... No fireworks on July 4th, no fancy car race in the summer, no Tapestry in Arts. The only thing that could save downtown San Jose in the summer is the Boys of Summer...

Say you had a job (which about 12% of you don't)... and your employer offered you a 4 percent pay hike and a $3,000 bonus, you'd probably take it right now, right? Well, not if you are a nurse at Stanford... you'd strike. We have nothing against nurses, in fact, we love you all -- but...

The Tech decided it was time to end the $200k/ year contract with the museum president's wife. Of course, that would have been the right decision before the contract even started...

In the blogosphere, San Jose Inside called Mayor Reed "Nuts" earlier in the week for endorsing Richard Calderon for Sheriff, and then yesterday they hint that the Mayor might be getting ready to endorse Larry Pegram... Watch Dog bets it will be today, as getting news like this out on a Friday helps sufficiently bury it for a while... Inside made the awesome reference to Chuck and Larry, which is ironic, as the film was about gay marriage... we will now use this reference whenever we refer to Mayor Reed and Larry Pegram together:

A development deal has been struck for two parking lots in downtown San Jose and it isn't even 1999 anymore... two prime development lots that are currently underutilized for parking, across from the St. Claire Hotel and across from Gordon Biersch are being sold to the Sobrato Organization for a cool $20 million. That should keep some folks at the Redevelopment Agency employed for a few more months...

San Jose Inside has a take on yesterday's news that Mayor Chuck Reed is endorsing Sheriff Laurie Smith's challenger... their post's title: Mayor Goes Nuts... Oh, and the countdown to the Ajlouny-inspired Reed endorsement of Larry Pegram should happen any day now... Also on the endorsement front in District 9, a commenter set us straight, the good folks at Labor "dual" endorsed Don Rocha and Jim Cogan, which is somehow different than "open" endorsement. To round out this issue, Labor's "dual" endorsement also pushes the Mayor even closer to Pegram... Welcome to San Jose politics.

Scott Herhold at the Merc (two 'h' sounds, remember) gives a little history and detail about how and why Caltrain is so (budgetarily) screwed... and it isn't because they don't serve beer on the train, as Watch Dog previously thought.

Big news on the San Jose baseball front... Bob DuPuy, a senior executive of Major League Baseball had lunch with San Jose Mayor Chuck Reed on Monday. That has to be a good sign. No word on what they ate... but the fact that Mr. DuPuy had lunch in San Jose rather than Oakland on Opening Day is probably more important...

Big news on the 49ers in Santa Clara front too... Cedar Fair will not be sold to a private equity firm after all, which means Great America will still be owned by Cedar Fair, and Cedar Fair doesn't like the 49ers one bit. Perhaps the EJR (Enemies of James Rowen) will get some political cash behind their cause... Less newsworthy on the 49ers front is that Councilmembers Will Kennedy and Jamie McLeod are opposing it... and wrote about their opposition in a Merc Op-Ed today. It isn't easy being on the wrong side of history... This hints to Watch Dog that a glowing, pro-49ers Editorial is in the works, perhaps for Sunday's paper.

Big (and head-scratching) news on the political front having to do with Mayor Chuck Reed. He is endorsing Richard Calderon for Sheriff over incumbent Laurie Smith. This just proves that the Mayor will listen to any advice Vic Ajlouny gives him, even if it makes absolutely no sense. Watch Dog predicts Reed will soon endorse Vic's other client, San Jose City Council District 9 candidate Larry Pegram... (Even though Pegram raised virtually no money up to now.) More on Richard Calderon is forthcoming on this blog... stay tuned.

In other endorsement/announcement news, the South Bay Labor Council's Committee on Political Education (COPE) made their endorsements for the June ballot. They endorsed Forrest Williams, Madison Nguyen, Xavier Campos -- also known as the "brain trust"... They made an "open endorsement" of Don Rocha and Jim Cogan in District 9, which means individual unions can choose who they like as long as they stay are far away from Larry Pegram as everyone else is, except the Mayor. They made no endorsement in the re-election campaigns of Pete Constant, Sam Liccardo, or Mayor Reed... Here's the full list, not a lot of surprises.

Attention San Jose: Los Angeles could go broke by June 30. That should send fiscal shock waves through the state...

In an effort to not go broke by June 30, the San Jose City Council will make kids and families suffer this summer without (most) City-run pools...

Gilroy is also trying not to go broke, and how they are doing it is going to make public safety officials throughout the County nervous... Gilroy is putting a ballot measure to voters that would repeal binding arbitration for their firefighters...

More strict rules on alcohol in restaurants in downtown Morgan Hill are on the horizon. As if you needed another reason not to go to downtown Morgan Hill. (Just kidding Councilmember Carr...)

While it may not seem like the top story of the day, it should be: Public Defenders are now representing defendants in misdemeanor cases in Santa Clara County. You know, the whole "...if you cannot afford an attorney, one will be provided for you..." that the County sort of forgot about until now...

The good folks at Protect San Jose would like to remind everyone that there are three sides to every story as they chime in (briefly) on the court rulings in favor of the SJPD in the 2006 Mardi Gras trial. (Of course, Protect San Jose voices love the "three sides" mantra...)

Perhaps there are three sides to this story... or column. Sacramento Bee columnist Dan Walters wrote about skyrocketing public safety pensions and how they led to Vallejo (and other cities, perhaps) bankruptcies and the piece was re-run by the Merc. It is a good primer on how pensions grew, why, and what will happen next. But remember, there are three sides to every story... right?

Yes on Prop 14, according to the Merc. Editorial Board... Open primaries. Thank you Senator Maldonado...

Scott Herhold (two "h" sounds as you read this to yourself) looks at political family dynasties in Santa Clara County. Alvarado. Cortese. Shirakawa ("...a Rodney Dangerfield complex..."). Farr ("...a sturdy backbencher..."). Diridon. Campos.

High-Speed Rail is coming to town, we all know that. But the High-Speed Rail Authority is coming to town too, on Thursday in Santa Clara. San Jose Mayor Chuck Reed with be there... will you?

The Chronicle loves to hate the idea of the San Jose A's. In today's paper, they cover an anti-A's to San Jose protest that wasn't at last night's game. By the way, the A's lost 5-3. 161 more to go.

The County Office of Education is perhaps the least understood government agency in Santa Clara County... The question is constant asked, "What do they do in that fancy building?"... But one thing is for sure, the Board loves to throw Superintendents under the bus... and the bus is about to start rolling over current Superintendent Chuck Weis. Perhaps he could call Colleen Wilcox for a quick pow-wow about how these things generally end. Today's story is about how he is getting mixed reviews from the County Board of Education, and has this strange nugget:

"...Last month he handed the board a letter from his doctor warning that "his work schedule is impairing his ability to maintain long-term good heath." It advises that he have at least two or three weeks of vacation each year — he gets 25 paid days a year — and time for vigorous exercise at least three times per week..." Tick tock Chuck Weis...

County officials (and candidates) had to file economic interest statements. Some folks are rich (Forrest Williams) and some folks not so much (Teresa Alvarado). Some folks got gifts (Larry Stone) and some folks got none (Jeff Rosen). But perhaps the most interesting thing we learned from the Merc's coverage is this: George Shirakawa received tickets to the San Jose Giants from a tribal casino in Madera County... What could they possibly want from Supervisor Shirakawa. Hmmm...

The Meg Whitman Campaign Start-Up just received another round of venture capital funding from the Meg Whitman Fund... $20 million...

A plan to study the compost-to-energy plant on dedicated parkland in Palo Alto is moving forward. But a plan to study and a plan to build are two very, very different things. And the City Council there is divided 5 to 4...

The Mercury News Editorial Board (unsurprisingly) endorsed Jeff Rosen... But the language they used was harsh, and Watch Dog is certain that voters will see this phrase over and over again...: "...Dolores Carr has shown that she lacks the moral compass and clear judgment to serve as the county's top law enforcement official..."

Speaking of skyrocketing public employee pension and benefits cost... actually, we weren't, but this story is the result of those things: Pools in San Jose may not open as planned this summer. Swimming, swimming in the swimming pool, when days are hot, when days are cold, in the swimming pool... or not.

San Jose Councilmember Kansen Chu woke up Saturday morning to this headline: "San Jose Councilman Kansen Chu violated state, city limits on gifts..." No word yet if Chu's first call was to Sam Liccardo for advice...

Stanford and Palo Alto don't get along. If you missed that, then you are very, very new to Silicon Valley... In exchange for Palo Alto putting up a huge stink about Stanford's hospital expansion plans, Palo Alto wants Stanford to help pay for the the PAPD's new building. Usually those deals are cut behind closed doors, but this quid pro quo is right out in the public...

In other unsurprising news: Caltrain is in deep shit... and it may be taxpayers who need to keep it afloat, because riders can't afford the $50/day to ride the train what it would take to keep Caltrains running... Good times.

The folks at Protect San Jose can't type fast enough to counter this Merc profile of Raj Jayadev, the head of De-Bug and a thorn in the side of SJPD. You'll remember Raj as the dude the San Jose Police Officers' Association made fun of in their video last year. In an ironic twist, that video which mocked Raj actually gave him a bigger pedestal to blast the Police... now culminating in a (mostly) positive story about Raj and De-Bug. Good work SJPOA...

It was quite a day for Steve Poizner on Friday. Having nothing to do with his run for Governor, folks from the East Side Union High School District, and Mount Pleasant High School specifically, protested him at the mall where Poizner was signing his new book about teaching in the East Side Union High School District. In this news clip, we see Eddie Garcia getting in the face of Poizner. Poizner could have responded, "Mr. Garcia, as soon as the voters elect you to something, I will listen..." But Poizner didn't do that...

Speaking of troubled high schools... a victim of a stabbing was dropped off (or stabbed) at the entrance to Gilroy High School.

Yesterday was Sunday, which is the reporters at the Merc fun day, at least in terms of Internal Affairs. Here's the fun stuff we learned...

The Santa Clara County Bar Association like Jeff Rosen better than Dolores Carr... so does Scott Herhold and nearly everyone who works in the DA's office...
The East Side Superintendent that got fired before the most recent one got fired is getting fired again... from the Alisal Union School District. They sure do know how to pick 'em at ESUHSD...
And perhaps most shocking is this: Steve Poizner had a man-crush on Ron Gonzales... Oh, as shocking, someone actually had to read Poizner's book to find out that info...

One task force to talk about tree removal and another to talk about tree planting. That's the plan for TJ Martin and Fontana Parks in San Jose because PG&E needs to remove trees and neighbors are not pleased...

The Merc Editorial Board continues with its political endorsements... beyond the really fun one for Jeff Rosen, a really not fun unendorsement for Proposition 17... which is funded by Mercury Insurance. (Note to Mercury Insurance: Please don't raise Watch Dog's rates...)

Morning News Round-Up -- 4.2.10: A's 9/Giants 0 -- Sharks 1/Reed 0

The A's crushed the Giants last night in pre-season action...

Environmental Impact Reports (EIR) have a way of bringing out the lawyer in all of us. That is certainly the case with the EIR the City of San Jose issued about the possible A's stadium downtown. Usually, "comments" come from neighbors, sometimes property owners, sometimes NIMBYs, but when a 39 page "comment" comes from the would-be neighbors at the HP Pavilion (the Sharks), it gets some serious ink in the newspaper... but it isn't the ink that strikes Watch Dog as weird, it is this: Couldn't Mayor Reed head off this embarassing story? He is close to former Mayor McEnery. Not only that, but the City recently funded a huge new scoreboard in the Pavilion... with friends like the Sharks. Apparently the Sharks are forgetting one of the ten commandments: "You shall not covet your neighbor's house..."

You think San Jose is having budget problems... check out Caltrain. They are about to cut weeknight service, weekend service, mid-day service, and beer service... (Just kidding, they don't serve beer, but maybe they should to raise money...)

Guess which city in Santa Clara County has a brewing controversy about height limits on homes... ding, ding, ding... you're correct: Palo Alto...

Just down the street, another controversy is brewing between nurses and Stanford Hospital and it might lead to a strike.

The best/ biggest race happening on the political scene these days is for the Democratic nomination to the 21st Assembly District to replace Ira Ruskin. San Mateo County Supervisor Rich Gordon, Palo Alto City Councilmember Yoriko Kishimoto, and Venture Capitalst Josh Becker are the candidates and they spoke at a Silicon Valley Leadership Group forum this week. The candidates were seemingly trying to out-geek one another... which is hard in that race if you have ever seen the three candidates.

More locally, the Metro goes in depth about the District 5 City Council race to replace Nora Campos, and describes the Rise of Carrasco...

This will go over big in rural parts of the State: property owners in Gilroy got a notice from the High-Speed Rail Authority that surveyors would like to enter their property to scope things out. Expect right wing Tea (Bag) Party types to start an anti-train militia...

On the one hand, the Internet has done wonders for politics. Think John McCain in 2000, Howard Dean in 2004, and Barack Obama in 2008.

On the other hand, we have "also-rans" in reelection campaigns against the Mayor and some City Councilmembers in San Jose. There are also some folks who may or may not be viable in open seats. By talking about it on Watch Dog, we will undoubtedly send more traffic to some of these sad websites.

Chad Greer is one of the also-rans in District 9. He is the youngest person in the race, which may explain why he has the best looking website (Sorry Don, Jim, and Larry...) Of course, his youth may explain why he thinks the City of San Jose can improve schools:

A less centralized system would allow for families to have more direct involvement, greater fiscal accountability and ensure the specific needs of our District 9 schools are met..."

Robert Cortese is also running in District 9, and his webpage speaks nothing of his being a Karaoke DJ (unfortunately)... Robert would like to spend City money on schools, which may sell with voters, but probably not with his would-be City Councilmembers:

Morning News Round-Up -- 4.1.10: XXL Round-Up...

We picked the wrong day to slack off yesterday... there were several fun, reoccurring stories that updated yesterday. Where to start?...

A Mercury News poll finds that 62 percent of San Jose voters would approve a baseball stadium for the A's. That's good news for Lew Wolff... But when will MLB make their decision? That's what the Merc Editorial Board would like to know... Word on the street is that the news is forthcoming...

A federal court ruled that San Jose Police Officers did not use excessive force during Mardi Gras 2006 against three San Jose State students... A ray of light in a dark, dark PR year for the San Jose Police Officers...

Club Wet is reopened, but without the fun. No alcohol for 60 days because the State ABC thinks they are running "...a disorderly premise..." Y'think? The City of San Jose figured that out a long time ago. So did the people who were stabbed on the dance floor... Too bad Club Wet's lobbyists don't contribute to the campaigns of ABC members...

$35 million could be generated by a hotel tax in Santa Clara for the 49ers new stadium... hotel owners will have to vote on it first, but this is a slam dunk. (Sorry to mix a basketball metaphor into a football story...)

While we are in Santa Clara... the Merc gives a little ink to the 49ers opponents in today's paper (is it ironic that the story ran on April 1st?)... this has James at Mission City Lantern all worked up and ready to barf...

And while Santa Clara is going to finance part of their stadium with a hotel tax, San Jose is considering funding part of its budget debt with taxes on pot clubs... maybe. They will reconsider the issue in June and perhaps place a pot tax on the November ballot. (Surprising absolutely no one at City Hall, there were only 10 Councilmembers at the meeting when the vote on the pot club was taken... guess which Councilmember wasn't there...)

Folks still love the Jude Barry blacklisted story... seventeen (ok, 5) Watch Doggers forwarded this blog post from Fox & Hound. Most were of the "Cindy Chavez is behind this" camp, while a few were of the "Jude Barry is a snake" camp. The blog post is very much in the "organized labor are thugs" camp and asks the question: "Perhaps Jerry Brown could be added to the “Do Not Patronize” list. It makes more sense to ban him than it does to ban Jude Barry." (Because Jerry Brown wants to limit government, cut workers, etc., etc., etc.) Only 3 Watch Doggers forwarded this posting on CalBuzz.com...

Steve Poizner is having a lot of trouble these days. His run for Governor is stalled... and his book (book?) is pissing people off. Remember, Poizner taught at Mount Pleasant High School after he made a cool billion... now his book bashes Mount Pleasant, much to the chagrin of the folks in the East Side Union High School District.

The Merc Editorial Board says you should vote yes on Proposition 15 -- as it would run a pilot project with public campaign financing for the Secretary of State's race in 2014 and 2018... that is, if the state has any money in 2014...

Scott Herhold at the Merc talks about saving an icon at Moffett... and he isn't talking about Hangar 1, he is talking about the throwing field that you can see from 101...

Morning News Round-Up -- 3.30.10: Rosen and Carr -- the saga continues...

We've said it before: When lawyers run against each other in politics, expect a litigious campaign -- especially when the folks are running for District Attorney. And the DA's race took another turn yesterday, and like most turns thus far, it doesn't turn in the incumbent's favor -- at least the way Watch Dog (and the Merc's headline editor) sees it. (Merc headline: DA challenger Rosen can keep flattering quotes in ballot statement. San Jose Inside had a different take: Carr v. Rosen split decision) Dolores Carr had sued to try to make Jeff Rosen change his ballot statement because it included quotes from the Mercury News and former DA George Kennedy and it compared the two candidates -- which is a no-no. The ruling: Rosen can keep in the quotes from the Merc and from former DA George Kennedy. He voluntarily changed the comparison part of the statement. Rosen's quote in the story sort of sums the whole thing up: "...Her ballot statement is about how she's a bureaucrat... My ballot statement is about how I'm a tough, ethical, experienced prosecutor who has prosecuted hundreds of cases and she has not." Anytime you do something that let's your opponent get that quote in the paper, you need to rethink your strategy.

The budget, the budget, the budget... San Jose is in trouble. The Merc Editorial Board is calling on employees to make concessions -- as it is the only way to get things more in line with reality...

More San Jose budget crap: If a city is a collection of neighborhoods and the neighborhoods are built around community centers, then San Jose is in even deeper shit... because "dozens of San Jose communiity centers" are about the get the axe. Expect a lot of folks to show up to speak at tonight's budget session, bring your No Doze.

Would you like to own a chunk of land in North San Jose? Well, if you are a government agency with extra cash on hand (and which government agency doesn't have a bunch of extra cash on hand) you could own the last bit of Agnews...

If you were looking forward to buying both the cause of hangovers (beer) and the cure (Advil) at Palo Alto Walgreens, you are going to have to wait longer. Neighbors filed complaints to the State Alcohol Beverage Control folks and things are on hold for a while.

If you are involved at all in politics in Silicon Valley, Friday was a busy day. Local political guru Jude Barry was put on the "do not patronize" list of the California Labor Federation because he co-founded a company that allows folks to gather signatures for ballot initiatives via iPhone. Internal Affairs had a run-down, so did San Jose Inside. If you want the full story, including a quote from Cindy Chavez who (probably) coordinated the entire thing -- read the IA version of things. The labor folks are "unhappy" because the signature-gathering software -- Verafirma -- is being used for an anti-labor signature-gathering effort. Of course, it is also being used by a group aiming to repeal Prop 8 and another group trying to legalize marijuana. So, Watch Dog has to wonder, who is next on the California Labor Federation's blacklist: perhaps the "paycheck protection" folks are using HP computers, Apple iPhones, and Cisco routers... We wonder when Marc Hurd, Steve Jobs, and John Chambers will get their black-list notice...

So what does this all mean? We'll see. We know what it means for Teresa Alvarado, a Barry client. She didn't get the South Bay Labor Council endorsement but Forrest Williams did. The Labor Council must have been impressed with Williams' depth of knowledge, command of issues, and charisma... The Gilroy Chamber of Commerce endorsed Mike Wasserman. No doubt that they were impressed by the "R" after his name...

San Jose, the self-touted "green capital," is putting two football fields' worth of solar on the new airport parking garage, but it seems that the two football fields' worth of solar will be Canadian football fields... because local companies didn't really bid on the project...

"Dude, let's go to the San Jose City Council on Tuesday to let them know about how much we love pot... err, cannabis, clubs." You have got to love a City that is going to the ballot to increase the number of poker tables, but may vote to shut down pot clubs.

From pot to prostitution: 5 folks were arrested in Gilroy for prostitution. But the best is the flowery language that the police officers used in their press release tooting their own horns about the arrests:

"They are in conflict with our philosophy of maintaining a city in which our residents and law-abiding visitors can enjoy a safe place to live, work and play... The disposition of our Department is that we will take whatever steps are necessary to dissuade those who choose to engage in illegal activities within our city from doing so."

Wow! The police have both a philosophy and a disposition on prostitution. Disposition is a 64 point word in Scrabble and prostitution is a 73 point word...(without double letters or double word scores)... kudos Gilroy PD.

Finally, perhaps the most far-reaching thing in today's Round-Up, besides the Barry/Chavez feud:

Mozart isn't just the name of a composer, it is also the name of a father/son development team. Both father and son are suing Palo Alto separately because they are claiming the 10 percent affordable set-aside for housing projects is an unfair tax. All housing eyes will be watching these lawsuits...

A couple of days ago in the Palo Alto Daily News, there was a story about a Palo Alto City janitor who cashing out sick leave ($100k+) and retiring with a pension and benefits for life... well, the Merc must have seen that story and asked around San Jose City Hall if the same thing happens there. Guess what? It does. The total amount of sick leave cash outs in 2009 was $11.3 million, up from previous years. It is mostly to police officers and firefighters, who have unlimited (?) sick leave and vacation payouts when they are donPublish Poste with their stint with the City. The leader of the pack was a retiring deputy police chief who cashed in $305,447 of unpaid sick leave and vacation. Today's story also has a little history: "...But the presidents of the police and firefighters unions noted that city officials in 1992 gave them the unlimited sick-leave cash out benefit..." Ok all you old timers... We'll start the 1992 City Council list with Mayor Susan Hammer, David Pandori, Shirley Lewis, Pat Sausedo... can anyone out there name the rest?

(Not to be out-reported, the Palo Alto Weekly dives deep into how much 'cash outs' have cost Palo Alto... $5.3 million last year. We have no clue who was on the Palo Alto Council when those cash out decisions were made...)

The finalists for the now-high profile Independent Police Auditor's job in San Jose have been announced, even though the Merc caught wind of LaDoris Cordell's name prevoiusly. The other three:

Jeff Schwartz, the head of Letra, a consulting firm that trains and researches law enforcement stuff,
Marcos Soler, a director with the Research and Strategic Initiatives for the Civilian Complaint Review Board in NYC, and
Victoria Urbi, a police review commission officer with Berkeley's civilian Police Review Commission.

Well, let's hope whomever gets the gig that they are not neutered like the last several IPAs have been... Because there's nothing a Watch Dog likes less than being neutered...

There is some closure to the sex with a student story in Santa Clara Unified. The Wilcox High School "special" education teacher Ed Slate will spend 2 years and 8 months for "...oral copulation with a minor, sexual penetration, and sodomy with a person younger than 18..."

While we are talking about schools, sort of... the County Office of Education is under the gun from "Alternative School" teachers and staff. The teachers are worried that by taking their concerns to the Board of Trustees, rather than the Superintendent Chuck Weis, that they may face retaliation...

We mentioned it yesterday, lawyers running against lawyers can be fun... but it can also be litigious and boring. But we have to write about it anyway (especially when everyone else is writing about it...) Dolores Carr is now mad that Jeff Rosen is using Mercury News reprinted articles on his website -- which may violate copyright laws. We don't really blame Carr, all of the articles call her unethical, politically stupid, and other really nice things. Ironically, this puts Dolores Carr in the position of defending the rights of the newspaper that has absolutely crushed her over the past year. So, while Dolores Carr is spending time looking for reprint criminals, she should turn her attention to one of her own endorsers, Pete Constant, who uses reprints of the Mercury News all over his official City Hall website...

Scott Herhold compares Chicago Mayor (for Life) Daley and San Jose Mayor (for Now) Reed... His conclusion?: "...if he [Reed] had more of Richie Daley in him, he would enjoy more results..." Especially stinging for Reed and his crew will be this line: "...We are more open, more transparent, more ethical. As Reed's opponent, Cindy Chavez, said in the 2006 campaign, to what end?..." Cindy the Prognosticator.

Morning News Round-Up -- 3.24.10: I heart lawyers... especially ones running against each other

Who doesn't love a great political fight? But the fight gets a little boring sometimes if it is between two lawyers, like Dolores Carr and Jeff Rosen. Dolores Carr is taking Jeff Rosen to court over his ballot statement. (Because voters love frivolous litigation?) Carr is claiming Rosen is using quotes from others and comparing himself to her in his ballot statement -- both apparent no-nos. Of course, the best part of this is the Carr has given quotes to others to use in their ballot statements in the past and has compared herself to her opponent in the past. Um, lawyers, everyone finds the law boring... no offense.

So it has come to this: paycuts for City of San Jose workers. Sort of. That was the discussion at yesterday's City Council meeting. The story in the Merc has some colorful language to describe what is happening in the City: "[The budget discussion] ...comes amid the heightened politics of an election year as the city careens toward a fiscal crisis that could force dramatic service reductions..." Careens? It looks like the City Council will eventually take smaller concessions from unions (maybe) and do a series of one-time, short-term fixes to get through next year. That sounds familiar, like every year for the past decade. Watch Dog isn't sure that pushing these big salary cuts off another year until the Mayor wins reelection and won't have to worry about anything politically is a great idea for the labor-majority on the Council, but whatever...

To figure out part of the budgetary problems that municipalities face with pay, benefits, and pensions, check out this story about a Palo Alto janitor that took home $156k in 2009 and will receive a full pension and lifelong healthcare coverage... if only we had a national healthcare policy.

For those NIMBYs that want High-Speed Rail to (inexplicably) end in San Jose to avoid big impacts to the Peninsula got some troubling news yesterday... even if that were the case, the impact to Caltrain would be as impactful as the impact of High-Speed Rail. That's because the transfer to a new train to make it the final 50 miles up the Peninsula would hurt Caltrain and would require new tracks, new construction, and new trains... Face it Peninsula, your just train-screwed.

And if the previous story doesn't give you your NIMBY fix, perhaps this will: a public comment session on the "Minton Project" last night in Mountain View. Let's just say that not everyone supports 203 new housing units...

One candidate is raising money, and one is spending it... hmmm. Perhaps the Supervisor Shirakawa needs to call an emergency staff meeting to straigten things out...

In extremely concise (harsh?) Editorial, the Merc says this about Mayor Reed's 10 percent pay cut plan: the plan "...must be ratified by the full council. Otherwise, union members -- particularly police and fire -- will not take it seriously..." Too bad the "union members" don't have the local blogosphere support they used to... But the Police Officers Association has a blog, but their post (as of 8 a.m.) was from Chris Block and Michele Lew -- neither of which are speaking for the POA...

Let the cries of "Nanny State" begin now: County Supervisors want to ban restaurants from offering toys to kids as an incentive to eat a double quarter pounder with triple cheese and a extra large fry with a big ass Coke.

There is a very weird part of the toy-free County story, the "woman on the street" interviewed as part of the story, and the one buying her kid disgusting food, is named Susan Barragan. Which is the name of the woman running against Mayor Chuck Reed. What are the odds? Is Merc columnist Joe Rodriguez trying to give Susan Barragan some press?

Speaking of campaigns... Campaign reports were due yesterday representing fundraising and expenses from the beginning of the year through March 17th. The 49ers put in $1.4 million in money and personnel to their campaign.

Speaking of the 49ers, the move to Santa Clara isn't the only really smart thing they are doing. They got rid of their General Manager yesterday.

Scott Herhold at the Merc has taken a few days off on the Dolores Carr/Jeff Rosen front, and has taken on an even more controversial issue -- neighbors versus schools versus traffic in Los Altos.

Two stories of local politicians ignoring folks in their own backyards in order to court voters in Orange County: Tom Campbell "assails" healthcare reform and Steve Poizner goes anti-immigration. We can't leave this part of the Campbell story alone: Campbell delivered his anti-healthcare speech at the Fremont Hills Country Club in Los Altos Hills, a club that has... "...a total of 425 Proprietary Memberships, granting all members full privileges at the Club. All club memberships are by invitation only..." Oh, and an equestrian center. We can assume that zero of the owners of the 425 Proprietary Members goes without healthcare or finds it too expensive... But perhaps a neat follow-up story to this one (hint to Barbara Boxer's team) would be to see how many of the workers at the Fremont Country Club have health insurance...

The San Jose Independent Police Auditor search appears to be heading into its final stages (finally). And the Merc uncovered one of the finalists: former Judge and former Palo Alto Councilmember LaDoris Cordell. This cannot make law enforcement officials very pleased... which probably does make a whole bunch of other people very, very pleased. We guess no brothers or sisters of current police offices applied...

The Merc just can't get enough of the Happy Hollow Zoo opening... another story appeared this weekend.

Remember those fireworks that you used to love in downtown San Jose during the Fourth of July? Well, you can kiss them goodbye. Fil Maresca says the City's fees for the Police were too expensive. That's sort of what the Chamber of Commerce is saying about the Police as well -- at least their pensions...

The Chamber's political action committee, COMPAC, won a lawsuit and now the City of San Jose owes them $400,000+. Pat Dando can't help but gloat in the Merc's Internal Affairs.

Also Internal Affairs is something that was essentially lifted from San Jose Inside: one of the "also rans" in District 9 is both a Cortese and a karaoke genius...

Rounding-Up Internal Affairs this weekend, we learned Sunday that Steve Poizner shared a flight to the Southern California debate with Meg Whitman's press team. But more important than that are two more things that we learned that were embedded in the piece: 1. Whitman is flying a private jet (everywhere) and 2. the source of all things anti-Poizner that has appeared in Internal Affairs is Mary Anne Ostrom is working for Whitman now but used to work for the Merc. Hmmm... Debunking the myth that all reporters (and former reporters) are Democrats...

The East Side Union High School District is facing signficant cuts. Parents and teachers and community leaders showed up to protest. That's not unusual. That's what's been happening in many/all school districts -- but not all school districts get a negative audit from the County Office of Education that criticizes how they spend money... and not all school districts fire their superintendent... and not all school districts appoint members to their board twice, even though voters said no to the twice-appointed member...

Gilroy Unified is also in pink-slip mode...

While East Side Union and Gilroy Unified would have a more difficult time doing the same thing, Cupertino Union parents are fundraising to save 100 teachers' jobs...

Meg Whitman spoke to a group from the Great Silicon Valley Hispanic Chamber of Commerce yesterday at Santana Row. (Which is the strangest part of that sentence? Meg Whitman speaking to the Hispanic Chamber or the fact that it was at Santana Row?)

Mountain View has something called the "Shoreline Community" fund, which seems to act kind of like a Redevelopment Agency for the Shoreline area in Mountain View. The problem with that is school districts sometimes get screwed in Redevelopment Areas -- and in the Shoreline Community area that seems to be the case. Essentially, the Mountain View-Whisman Elementary School District would like to get a bigger piece of Google's property tax. Unsurprisingly, not everyone on the Mountain View City Council likes the idea of sharing that tax money...

The League of California Cities is trying to get a measure on the November ballot to stop (again) the State from stealing local money to balance the State budget. But (unbelievably) two folks on the Saratoga City Council don't support it... Kathleen King and Jill Hunter. It seems King and Hunter don't want the County to get screwed even if Saratoga does ok under the measure. We wonder why Kathleen King is so concerned about the County... hmmmm...

With the old Mervyn's out of their Campbell store on Hamilton Avenue, Safeway is looking to build a cool new store.

John Woolfolk, the City Hall beat reporter for the Merc, has a piece in today's paper about pension costs rising in San Jose. The story is short, but the message is clear: the City of San Jose is in deep financial doo-doo. The City's pension costs are going up nearly 43 percent this year to clost to $200 million in the coming fiscal year. So all you folks who love neighborhood centers, libraries, and paved roads -- get ready.

Speaking of budget cuts... the East Side Union High School District is cutting just about everything in their budget for next year. You know what would probably help in these difficult times out there? A Superintendent...

San Jose has a pot club problem. You see, they are sprouting up -- and their landlords are being threatened to close them down. To add insult to injury, here is San Jose's chief Code Enforcement dude: "...It's not that we don't want to welcome medical marijuana dispensaries in San Jose. We just haven't had a chance to try to figure out where we want them, and how many we want..." Huh? It sounds like he's been to one too many clubs...

Yesterday we learned about a possible firefighter-backed ballot measure in Palo Alto (headed up by a Sunnyvale City Councilmember...). Today, we learn that the firefighters in Gilroy are just as pissed -- and so is the City of Gilroy. They keep sending nasty letters back and forth to each other (and to the Gilroy Dispatch). Perhaps the firefighters should call Councilmember Tony Spitaleri in Sunnyvale...

The budget is bad in San Jose, real bad. Yesterday was a hum-dinger at the Council meeting as it pitted people who love parks, libraries, and other City services against City employees who love their jobs. According to the Mayor (in the Merc story): "Although this is the ninth year we've faced significant budget shortfall, this year is by far the worst..." What he didn't say: "Because things are so shitty, we are going to give card rooms the latitude to turn San Jose into Las Vegas..."

To help move things in the right direction, the City also approved a series of pro-business incentives... and... they also approved a rezoning thingy to allow the Earthquakes to build a soccer stadium right off Coleman avenue. Hey, if the Earthquakes play it right, they could take over the airport site (when the airport fails) and build the San Jose version of Estadio Azteca...

This is a story with so many interesting angles it will make your (political) head spin... Palo Alto firefighters are looking to put a ballot measure on the November ballot that would block Palo Alto from firing firefighters as Palo Alto balances its budget. This will get every firefighters union in the county (or the world) to call their political consultants as soon as possible this morning... Another layer of intrigue is that the head of the Palo Alto firefighters union putting this thing together? Tony Spitaleri... why does that name sound familiar to you? That's because he's on the Sunnyvale City Council. Just wait until the Sunnyvale Public Safety Officers put a ballot measure on Sunnvyale's November...

Speaking of the ballot box, but let's move up to this spring. 8 (8?!) school districts are looking for parcel taxes on ballots this spring: Milpitas, Mt. Pleasant, Alum Rock, Palo Alto, Fremont Union, Loma Prieta, Lakeside, and Union.

Back to Palo Alto... they are going to do a tad bit more outreach before re-writing their recycling regulations. It seems folks had a bit of a privacy issue with having the city go through garbage. Shocker.

We'll end today with a little political reporting from the good folks as the Fly/ San Jose Inside. It seems that Cousin Cortese, who is running in San Jose City Council District 9 is a Karaoke DJ master. Seriously. Watch Dog has confirmed, however, that his ballot designation is not Karaoke DJ, although, to paraphrase Dazed and Confused, it would be a lot cooler if it was...

It is pink slip week at School Districts in California. Need we write any more? Send complaints to Capitol Mall, Sacramento, California...

Over the past several months (ok, the entire past year and then some) The Case Against Dolores Carr has been built by challenger to the DA Jeff Rosen. Now, The Case Against Jeff Rosen has one small piece of evidence... Mr. Rosen needs to amend his ballot statement because he misquoted the Mercury News... sort of. He quoted the Mercury News correctly, but the quote came from Scott Herhold, not the Mercury News. He's changing the ballot statement, but needs a court order to do it...

And when the Chamber of Commerce made the case against Cindy Chavez in 2006, they ran afoul of the City of San Jose's campaign spending laws that were in place at the time. Well, 4 years later, the court ruled in their favor and now they are getting their legal fees back... unless the City of San Jose appeals further, which it sounds like they will not do. Here's something: Our insiders are telling us that the Chamber has been grilling candidates that have come before them about how they would vote in closed session on this issue... classy.

Perhaps more important than the ruling itself is the author of this story from the Merc... none other than Scott Herhold. This is the second time (at least that we've noticed) that Herhold has been columnist AND reporter. They do that type of thing at the San Mateo Daily Journal, but at the Mercury News? Weird. Although, our friends at Protect San Jose think that Sean Webby has been writing a column rather the news for a long, long time...

Here's irony: A Southern California Republican Assemblywoman is becoming the best friend of all the NIMBYs up and down the Peninsula who hate High Speed Rail. Diane Harkey is introducing a bill to stop the sale of High Speed Rail bonds... Perhaps they will throw her a ticker-tape parade up and down El Camino Real...

Perhaps in response (?) Quentin Kopp wrote a pro-High Speed Rail piece for the Merc. Surprised?

With all due respect to Palo Alto, but any city should do their best to avoid this headline: Local teens describe their stresses on 'Dr. Phil.' Perhaps Dr. Phil can get Oprah to bridge the relationship divide between Stanford and Palo Alto...

The Merc's City Hall reporter does his best to untangle where the political powers that be in San Jose come down on the gambling expansion intitiative headed for the June 2010 ballot in San Jose. Reed and Chavez/Labor - for the measure. Chavez/Labor-backed folks on the City Council - against. Police Chief and the Police Officers' Association - against (but at least they agree on something). Former Police Officer/ Councilmember Pete Constant for it. Former Police Office/Council Candidate Larry Pegram against it -- but we learn his so-called Values Advocacy Council must not think that gambling is that bad because they won't make a big issue out of it (more on this below). Pat Dando now neutral as is David Pandori... although in Pat's case, it is hard to tell if this is her position, or just the Chamber not playing a role in City Hall... Desparate times call for desparate measures apparently...

Everyone is filed for office... Larry Pegram is in for District 9, which means that Watch Dog will have something to write/ rant about for the next several months... Some folks up for re-election in San Jose have some challengers -- obviously Madison Nguyen has a few folks running against her, the Mayor has two (including Bill Chew), Pete Constant has one, Sam Liccardo has one... of all the challengers, it seems only one has a web site up... well, sort of!!:

It is a crappy time to be making budget decisions in San Jose, but perhaps it wouldn't be so crappy if City Councils-past hadn't built the Mexican Heritage Plaza and/or taken over the Hayes Mansion? The Merc's Scott Herhold dives even deeper about the dire shape of San Jose's budget... and goes a bit into the why as well...

Maybe this will help the City of San Jose budget woes... an "innovation center" was opened downtown by Ireland. At least someone is investing in downtown O'San Jose.

A brewing controversy over at the County Building where an citizens election oversight committee was formed in 2008 and met exactly zero times since then. One member who was appointed to the committee said this: "...The Supervisors need to get off their duffs..." Yup.

The Republicans are coming, the Republicans are coming... to Santa Clara. We wonder if the only two Republicans we write about on the local level -- San Jose Councilmember Pete Constant and his good "friend" Council candidate Larry Pegram -- will pass each other on the Convention floor and fight about San Jose City Council District 9. We kind of hope so. Two former San Jose Police Officers wrestling to the floor of the Republican Convention as Pat Dando and Jim Cunneen look on... that would be something. Not for nothing, we think Pete Constant could crush (literally and figuratively) Larry Pegram in a fight...

Speaking of Larry Pegram... In case you missed Watch Dog's details of Pegram's "non-profit" yesterday afternoon, take a gander (Values Advocacy Council: A deficit-ridden slush fund for Larry Pegram?). We guess one of the Values of the Council is taking up to 70 percent of the money raised for yourself... Oh, and it seems that Mr. Pegram is so focused on running for City Council, that he hasn't had time to stop running for Congress... his website is still up from when he thought running for office in Tracy was what he wanted to do with his life. Ironically, one of the issues he was running on was "..increased liberty and freedom..." we guess that doesn't extend to what you can read on a computer in a library...

The City of San Jose is writing off some bad debts that are owed...

Kramer: It's just a write off for them.
Jerry: How is it a write off?
Kramer: They just write it off.
Jerry: Write it off what?
Kramer: Jerry all these big companies they write off everything.
Jerry: You don't even know what a write off is.
Kramer: Do you?
Jerry: No. I don't.
Kramer: But they do and they are the ones writing it off.

Speaking of writing off bad debt... sort of. The San Jose Airport is hoping that their debt doesn't turn bad. But Patty Fisher of the Merc grills the aiport's spokesman David Vossbrink (who commented here...) to promote the week-long celebration being planned for June.

At least the millions spent at the airport (billions, actually) got a beautiful new building built. The County spent $20 million to get an audit done by Deloitte Consulting and the new County Exec called it "a waste of money"... but throwing good money after bad seems to be the next move for the County Exec with regards to the Valley Medical Center. This time, the price tag is only $100,000 to get the same results as the Deloitte waste of money... but after spending $20 million, what's an extra $100K?

As the County figures out new ways to spend money on things, they are also looking at the November ballot to raise some money too... and it only needs a majority vote to pass, so expect this one to be a homerun. The County may put a measure on the ballot to increase your vehicle license fee by $10 to go to road improvements. Watch Dog seems to remember that the vehicle license fee was once a touchy subject for a certain California politician...

Just in case you missed it last night, the Sharks scored a touchdown in the third period. They missed the extra point, but they still beat Nashville 8-5. (Nashville obviously had a field goal and a safety...)

Values Advocacy Council: A deficit-ridden slush fund for Larry Pegram?

Here at Watch Dog, we aren't the smartest financial folks... heck, we run a blog that takes scores of hours a month to keep current and we don't make any money doing it.

Because we don't know much, we will share what we've learned (through a very smart Watch Dog) about Larry Pegram's right-wing non-profit, the so-called "Values Advocacy Council." Mr. Pegram just announced that he is running for City Council in District 9 in San Jose so we share it with you today because tomorrow is the filing deadline and there still time for Pegram to un-pull his papers...

(As an aside, we have been promised by three separate Watch Dogs that there is more dirt to uncover...)

Onto the Values Advocacy Council...

Did you that the only major expense for the Values Advocacy Council is paying Larry Pegram's salary? It's true, here are some numbers (click on the year to see the actual filing):

2006 - $68,455 (of a total of $99,331 raised -- or 69% went to Pegram)
2007 - $74,750 (of a total of $134,094 raised -- or 56% went to Pegram)
2008 - $78,000 (of a total of $215,018 raised -- or 36% went to Pegram)

Can you imagine another non-profit where upwards of 70 percent of all the money raised went directly to the Executive Director? Imagine if Pat Dando at the Chamber took in 70 percent of all the money raised... Or Cindy Chavez at the Labor Council took in 36 percent... Everyone would be outraged...

But at least Pat and Cindy have more than 2 other people voting on their salaries... You see, there seem to be only three "voting members of the governing body" of the organization, including Larry Pegram? Check out Part I, Line 3 on this document. "Number of voting members of the governing body... 3"

So it seems that Larry Pegram runs his own little slush fund: He raises the money, votes on where the money goes, and then collects the money he just voted on.

But perhaps the best part is that each of the past three available non-profit financials show that the Values Advocacy Council has finished the year in the red...

2006 - ($6,120)
2007 - ($7,902)
2008 - ($4,465)

At least Mr. Pegram has lots of experience dealing with deficits... that might come in handy at City Hall.

So what have we learned? Watch Dog doesn't really know... other than we still don't like Larry Pegram and that he runs a poorly-managed non-profit with little or no oversight and takes most of the money for himself...

Morning News Round-Up -- 3.11.10: Carr's Car Cost Constituents...

Just a quick note that the airport's spokesman David Vossbrink (like everyone else) reads Watch Dog. He posted this comment yesterday:

...By the way, we have some good news at the airport this week -- Alaska Airlines starts direct service to Maui tomorrow morning (Thursday) and to Kona on Friday morning -- and it starts its second daily flight to Austin (the nerd bird) on Sunday. This more than makes up for Frontier...

Thank you for reading... if only someone would pony up for a grand grand opening.

And if it is a new day, that means there is another Dolores Carr story. And today's daily story shows, once again, that she has no political instinct. This time, as promised, the Merc's Sco9tt Herhold looks into her fancy car (or car fancy). (We don't think he literally looked into her car, but perhaps he did...) A story like this makes writing a campaign hit piece almost too easy: Carr's car cost constituents... To add insult to injury, challenger Jeff Rosen drives an old, beat up, 15 year old piece of shit with 150,000 miles on it. Don't worry Jeff, there's a sweet Acura TL just waiting for you.

From the frivolous to the serious about the District Attorney's office... a ton of new information was uncovered about the medical examinations of sexual assault victims at VMC -- 3,000 videotaped medical exams, to be exact. Expect lots of new appeals to be filed and (hopefully) some wrongfully convicted folks to go free. The head of the DA's sex crimes unit had this to say: "...I really don't want this to happen again..." You and just about everyone else...

Pete Constant must be torn... His Chief of Staff is running to replace Judy Chirco on the City Council, but Pete Constant's "friend" (ahem...) is running against Cogan (and Don Rocha). Larry Pegram, the censorship-loving, gay-hating, fake-tan-wearing, Bible-thumping wacko has thrown his self-righteous, hypocritical, Sarah Palin-loving, Tea Party-esque hat into the ring. Mr. Pegram, please come out against the City's recent gambling measure on the ballot or risk losing any credibility you ever had...

It is interesting that the San Jose Police Officers' Association blog, Protect San Jose, goes 24 hours without commenting on the fact that the Police Chief seems to be packing is bags for the Big D. "The most profound statements are often said in silence..."

It was hard to miss the big fire in Santa Clara yesterday with the smoke billowing overhead. It was a 4-alarmer at a recycling plant.

Sheeeee's baaaack... the fake finger in chili lady. She's in San Jose, but not at Wendy's. Funny, if she did show up to Wendy's the employees there would actually like to give her the finger...

The Morgan Hill Unified School Board is finally going Hollywood... their meetings will now be broadcast. Just in time for folks to watch pink slips being handed out...

Morning News Round-Up -- 3.10.10: Welcome to LAS, I mean SJC

Well, the City of San Jose is officially selling itself to the devil. Literally. They voted to put a measure on the June ballot to expand gambling in San Jose in order to help bolster their bottom line. It reminds Watch Dog of schools that allowed Coke and Pepsi into their cafeterias because there was money in it for the schools. Sort of, "we'll deal with the evil because we need the money"... It doesn't make it a good idea just because there is money attached to it. Five (FIVE!) Councilmembers opposed it: Councilmembers Ash Kalra, Nora Campos, Madison Nguyen, Kansen Chu, and Sam Liccardo. Nothing about it on the Values Advocacy Council website yet...

One person who may not have to deal with the results of more gambling (which we can only imagine he is very much against) is San Jose Police Chief Rob Davis. That's because Davis seems to be in the running for the top job in Dallas. The cheers from the ACLU and DeBug's offices were audible from the street when this news came out yesterday afternoon...

And then there is the daily story about the airport... this time the Merc Editorial Board took their turn. They say no to lifting the curfew totally, but maybe some tinkering with it might make sense... but it really is about jobs and wages, both of which may need to be discussed to keep SJC on track with paying its debt obligations and its doors open... Perhaps the City should consider putting a card room in Terminal 1...

And the daily 49ers story... the Santa Clara City Council voted on mitigations to the stadium plan last night. But you weren't there, you were home watching Crystal Bowersox...

There is an interesting write-in campaign is going on with the Santa Clara Valley Water District. Because a judge ruled they had been collecting a groundwater fee illegally, they may have to stop collecting it if more than half of the customers will well-water write a letter saying they want to stop paying.. A weird exercise in democracy, to say the least...

What is it about Palo Alto Utilities? They can't seem to keep the lights on. In the past month they have had some problems... as outlined here. And they should probably get a new spokesperson. Dean Batchelor had this to say about yesterday's incident: "No one was injured, thank god." Thank god? You're the guy in charge and you need to have faith to make sure no one gets hurt? Later in the story he had this to say about the three outages this morning: "This is not a good month for us right now..." Y'think?

Not only that, but a big company is leaving Palo Alto because the electricity is unreliable... oops. Not a good month indeed...

Morning News Round-Up -- 3.9.10: More bad news for SJC...

It has been a month of stories about SJC. We learned that they don't really fly to the East Coast except once a day. We learned that Frontier Airlines is pulling out. We learned they are asking (begging?) companies to pick up the tab for their grand opening. And then yesterday's Study Session at the San Jose City Council. Bill Sherry, the Airport Director, told the City Council that SJC might fail unless some things change... like living wage, or privatizing custodial services, or lifting the curfew. Why? Well, there is $32 million of debt service due soon and the airport can't pay it. Um, this isn't getting any better, just more and more pathetic.

On San Jose Inside, San Jose Councilmember Pierluigi Oliverio let's us know that absolutely does NOT want to lift SJC's curfew... neither do any of his neighbors.

From one very expensive project that is failing, to another that will (hopefully) succeed. The mitigations fo the environmental impacts of the 49ers stadium will be dealt with and voted on today. If you love nitty gritty of land-use, head to the Santa Clara City Council meeting tonight. If you're normal, American Idol is on tonight...

A list came out of the lowest performing (failing) schools came out yesterday. It is a list that nobody wanted to be on... but here is who is on the list:

Hoover Middle and Burnett Middle (San Jose Unified)
Cesar Chavez Elementary, Ocala Middle, Joseph George Middle (Alum Rock) Escuela Popular Charter (East Side Union High School District)
August Boeger Middle School (Mount Pleasant Elementary School District)

Libraries are under the knife (potentially) in San Jose. An OpEd in today's Merc makes the case why they shouldn't be cut... like the obvious, it is where many people look for jobs and many people don't have jobs right now.

The Merc's Scott Herhold looks at what government officials drive and on whose dime... Here's what we learn about government-funded rides: Supervisor Don Gage drives a very expensive, environment-be-damned GMC Yukon because he's a "big guy"... DA Dolores Carr goes for a foreign, luxury car -- an Acura TL... Sheriff Laurie Smith, a hybrid Camry. But the best part of the column is this tease by Scott Herhold: "...District Attorney Dolores Carr, who drives a $36,900 Acura TL (2007) with a power moon roof, a navigation system and heated front seats. That purchase required approval by the county executive's office — which I'll explain in an upcoming column..." Yay! More Carr columns coming...

Big props to Morgan Hill Police for arresting two of their "Most Wanted"...

Hangar One clean up and revamp will fall on NASA, not the Navy. That's not great news...

Is Steve Poizner now the most pathetic politician in California? He is trying to sell himself as another person with his initials: Sarah Palin. Can you imagine a conversation between the two?

Poizner: Governor Palin? It's Steve Poizner from California
Palin: Ah shucks Steve, we have the same darn initials, don't we.
Poizner: Yes ma'am, I guess we do, but I'm calling to see if you'd consider endorsing my candidacy?
Palin: Are you calling because we have the same initials?
Poizner: No ma'am, I am the true conservative in the race and I thought you'd like that.
Palin: SP endorses SP... that would be a cool headline. Do you like guns?
Poizner: I didn't use to, but I kind of do now.
Palin: Are you pro-life?
Poizner: I wasn't, but I can be if it helps.
Palin: Have you read my book?
Poizner: I did.
Palin: Did that ebay chick?
Poizner: I don't think so...

Even though they can't seem to pay for their grand opening, once SJC does open its new doors, there will be full body scanners greeting you.

Speaking of Councilmember Pierluigi Oliverio...

Councilmember Pierluigi Oliverio will get his day in the sunshine this week when his idea to get affordable housing developers to pay park fees, which they haven't had to do before in San Jose. They haven't done so because it was seen as a burden to pitch in for parks (or build parks) for affordable housing developers in the past, but money is money and parks are parks and Oliverio has been pit-bullish on this...

Perhaps affordable housing developers can also pay to keep The Rep afloat... because nothing else has seemed to work. This could be it for the theatre...

Is downtown Palo Alto the center of the (incredibly whacky) "open carry" movement? Before you write something edgy in response to this story online or on Facebook, remember what happened to the East Palo Alto Police Officer who did... We wonder if the open carry folks are smart enough to realize that Palo Alto is different than East Palo Alto...

Don't worry too much, because Palo Alto is also where Dr. Phil will be shooting... not guns, but a television show. But City officials are asking Dr. Phil not to focus too much on Palo Alto's string of teen suicides.

Voters in Los Gatos will be going to the ballot to vote on a $3.9 million school bond. $3.9 million? Isn't that the same as the average home price in Los Gatos?

Would you be surprised to know that Senator Joe Simitian scored a $3,183.20 trip to Boca Raton Florida from a special interest? We were. (Would you actually pay to spend time with Simitian?) The special interest group is the Soap and Detergent Association, which may seem squeeky clean, but I'm sure the good folks at the water treatment plants feel a little differently.

And Simitian's friends at the Soap and Detergent Association won't be able to text the Senator if a new bill passes the Legislature. Sort of a San Jose-like ordinance for Sacramento. To the bill, the Merc Ed Board says: OMG TY...

Internal Affairs is really getting into the San Jose District 9 race... did you know that Jim Cogan and Don Rocha played on the same basketball team? It gets better: Jim thinks Don was a ball hog. At least the issues are getting a fully hearing in this race. Perhaps a one-on-one game would be in order? "You and me. One-on-one. The winner gets Judy's office..."
