Morning News Round-Up -- 9.23.09: City Managers in the News... (and plastic bags too)

San Jose’s Mayor Chuck Reed offered to “step out and take the lead in the South Bay to eliminate the scourge of plastic bags” at a press conference before the San Jose City Council officially said no to plastics. Councilmember Sam Liccardo offered San Jose could be the tipping point as nearby Mayors were waiting for San Jose to ban the bag. Tim Shestek of the American Chemistry Council complained San Jose simply hadn’t tried hard enough to recycle the millions of bags that find their way to the Bay. Watch Dog spies have sent numerous tips as to the lobbying effort that the Chemists (unsuccessfully) put up on the 18th floor... A tongue-and-cheek snippet from the funniest tip: "It took a team of lobbyists to get Pete Constant to vote NO."

The press from (former/fired) San Jose Independent Police Auditor Barbara Attard’s loan for a San Jose pied-à-terre was on the minds of San Jose’s City Council as they said they want to approve all home loans in the future. They might want to ask if the person they are providing the loan to is actually going to live in the home for which the loan was made...

(Former) eBay CEO Meg Whitman held her “official” candidate coming out party far from home. Whitman hit the trail in Orange County to promise an immediate RIF (reduction in force) of state employees. It sounds an awful lot like "blowing up boxes"...

This may be the busiest press week in Palo Alto City Manager James Keene's life...
  • Union employees in Palo Alto are taking the Guvernators lead -- they’ve given themselves a furlough day to save the City money. City manager James Keene is pissed saying employees don’t get to just say “we’re not coming to work today” and called the employee-generated furlough a strike. You say furlough, I say strike... you say tomAto, I say tomato... tomAto tomato, furlough, strike... let's call the whole thing off...
  • Meanwhile, other Palo Alto employees aren’t talking to each other. Public Works employees “ignored” Planning Department directions and chopped down 63 trees along California Avenue. An embarrassed City Manager James Keene apologized and promised to do better while Public Works Director Glenn Roberts called it “unacceptable.”
From Palo Alto to Morgan Hill, the City Managers in the News theme continues...
The Merc’s Sal Pizarro celebrates San Jose’s roots as part of the San Jose Mariachi and Mexican Heritage Festival. Pizarro (hopes to) rub elbows with Benjamin Bratt, Joan Baez, Los Lobos, Mariachi Cobre, Carlos Santana, and Linda Ronstadt while tapping his toes.

Mountain View Whisman Trustee Fiona Walter said her “wish and planning would be is we keep class sizes as small as we can…” as the District faces $1 million cuts from the State (and more to come) and new school boundaries. From your mouth to Sacramento's ears Trustee Walter...

San Jose Insider/Metro columnist Gary Singh rehashed his Saturday visit to Soccer Silicon Valley’s honoring of Earthquakes/A’s owner Lew Wolff. Singh wasn’t moved by Silicon Valley Leadership Group Carl Guardino’s “sappy” introductory speech. We were...

Assemblymember Paul Fong must be quaking in his boots. Mission City Lantern broke the news that anti-49ers fans at Santa Clara Plays Fair have accused Fong of voting for State Senator Elaine Alquist's bill because of “moneyed interests."

Morning News Round-Up -- 8.10.09: A day without Dolores Carr...

A day without Dolores Carr news is like a San Jose day without (politically damaged and ethically challenged) sunshine...

Gilroy Councilmember Craig Gartman’s wrangling with opponents over Gilroy’s Memorial Day Parade financial records has landed him in the sights of District Attorney Dolores Carr.

The District Attorney hoped to take the nearly $2 million contract away from FACES to create a “more efficient” victim support agency. It looks like the Supervisors don’t agree with Carr’s “baffling” argument... this year.

The Merc’s Scott Herhold says that even though the District Attorney’s “series of blunders” has “wounded” her, it’s doubtful a serious opponent will challenge her re-election. That doesn't stop Herhold from dishing about who might be on the anti-Carr list: Deputy DA/former Mayoral candidate David Pandori, Deputy DA/former La Raza President Chris Arriola, San Jose Councilmember Sam Liccardo, and Deputy DA Jeff Rosen.

To other news...

It looks like there may be 10 contestants for Palo Alto’s 5 City Council seats. Sole incumbent Larry Klein no doubt hopes he’ll be heard through the fray. Further south, Mark Santoro, elected to replace Patrick Kwok in 2008, isn’t waiting until his term is up in 2009 and has tossed his hat in the ring for one of Cupertino’s open seats.

Ted Scarlett lost in his bid to replace Forest Williams as a San Jose Councilmember, then he fouled up on campaign disclosures. More than a year later he faces fines for poor reporting…

Santa Clara County’s juvenile “boot camp” is now a homey ranch that Barry Krisberg, President of the National Council on Crime and Delinquency, hopes will no longer be a “conveyor belt to prison.”

The Merc’s Internal Affairs had some fun last week rounding up these juicy bits…
  • Someone at San Jose City Hall reads Watch Dog… Deputy Finance Director Walter Rossmann announced fired Independent Police Auditor Barbara Attard’s underwater condo is up for rent.
  • San Jose City Council’s do-over vote for a library landed winners and losers, apparently. Managing to straddle the fence Mayor Chuck Reed and Councilmember Rose Herrera with a little success and a little flop.
  • District Attorney Dolores Carr reports hubby John’s only problem was security consultant for Vahid Hosseini’s family. Meanwhile, Judge Kenneth Shapero ordered Carr’s office to handover hundreds of page of paperwork to the defense. This story isn't going away... for proof, see the top three stories of today's Round-Up.
  • Those fun-filled Jerry Springer Town Hall meetings taking place across the nation as Congressmembers return home won’t be seen in Silicon Valley. Congressmembers Mike Honda and Zoe Lofgren are holding telephone Town Halls and Eshoo will be at a high-speed rail meeting.
The Merc Editorial Board has joined the Tooth Fairy in support of fluoridating San Jose’s water. Senator Dianne Feinstein is also the focus of an Editorial Board commentary as they ask her to help Congressmembers Mike Honda and Zoe Lofgren turn Mount Um into the Mount Tam of the South.

Happy Hollow Park wasn’t so happy Sunday night when a kid was shot, he’s in the hospital with non-life threatening injuries.

San Jose Insider Pete Campbell treads into dangerous territory comparing San Jose’s much beloved Cesar Chavez to (Pete Constant's friends) the Minutemen of Southern California.

For your governmental readership enjoyment…
  • Sunnyvale City Council talks gas shutoff – for appliances, seriously.
  • San Jose City Council considers adding sunshine to campaign finance and hears from the (neutered) Independent Police Auditor.
  • San Jose’s Elections Commission ponders anonymous complaints, instant runoff voting, and (the above-mentioned) Ted Scarlett’s pesky filing problems.
  • Santa Clara’s Parks and Recreation Commission review’s inventory and amenities at Brachler Park.
  • The Mountain View-Los Altos School District looks at a school bond next June.
  • The Los Gatos Union School District retreats to review goals and strategize.
  • Beleagured/tiny Luther Burbank School District considers (again) their response to grand jury reports and ponders the budget.
  • Santa Clara County Office of Education Trustees look at adding Federal Stimulus bucks to the budget.
  • Alum Rock Union School District looks at after school programs along with speech and language.
  • The Campbell Union School District considers studying a general obligation bond and gets an update to the State budget.

Arrests, Task Forces and Video-gate.... Oh, My!

(in a Spader-free zone...)

“Thin-skinned” filmmaker/San Jose Police Officers Association President Bobby Lopez continued his media attack with an opinion piece in the Merc. (Followed closely by (another) Herhold piece on Lopez today.) In Lopez’ piece, he repeated his assertion that “patience is wearing thin” is a “serious attempt to threaten and intimidate the City Council.”

While the POA’s video may defy explanation… the entire ordeal calls for a recap of how we got where we are today…

October 2008: Latino + San Jose = Drunk Arrest?

November 2008: Houston, we got a problem…

December 2008: Data? What data?

January 2009: Task Forces…where good ideas go to die…

  • The Drunk Task Force had its first meeting. Silicon Valley Democratic Forum’s Pete Carrillo allowed there could be a reason 57% of those arrested were Latino “but, I haven’t heard it.”
  • De-Bug/Really Scary/San Jose Inside’s Raj Jayadev expressed belief the Task Force needs only will power to create reform. Oh, support and authority wouldn’t hurt either.
  • The Drunk Task Force and City of San Jose staff squabble over the relevance of history, having forgotten “those who don’t learn from history are doomed to repeat it…”

February 2009: Campos to the rescue…

March 2009: Task Force slow death begins…

April 2009: Flipping the bird…

May 2009: Going, going, gone…

June 2009: Old recommendations and YouTube…

Morning News Round-Up – 12.22.08: (Unfortunately...) Drunk Driving Edition...

The non-lethal(?) taser stays in the news this weekend. Edwin Rodriguez was killed Friday after being tased, his family says he suffered from schizophrenia and may have been confused when he was tased by police officers. Campbell Police Captain David Dehaan insists Rodriguez was struggling and not handcuffed when he was tased. Sgt. Donald Morrissey of the Santa Clara County Sheriff's Office is keeping mum and won’t comment on the investigation. (Un)Surprising based on San Jose's experience last week...

Hoping to keep the Peralta Action Plan (McEnery Plan) under scrutiny, Councilmember Nora Campos has requested Council access to all legal documents saying, “In order to ensure openness and transparency, the City Council must have access to all documents related to this investigation." Mayor Chuck Reed said the request will be considered in Committee before a decision to discuss in public. The problem for Campos is that the Committee in question is far more likely to delay the request due to a lack of strong Campos allies.

The Merc.'s Internal Affairs reports former San Jose police officer Sandra Woodall will, for now, keep her job as an investigator with the District Attorney’s office. Woodall confessed to drunk driving, is serving time in jail, and, more importantly, undergoing rehab. It seems to Watch Dog she’s owning up and paying penance, what about Sgt. Will Manion and Officer Patrick D'Arrigo, who covered up her drunk driving?

The Gilroy Dispatch is publishing the names of DUI repeat offenders as they’re re-arrested. Watch Dog wonders - is this an attempt to embarrass them into AA or just warn their neighbors? Sandra Woodall should take notice and avoid Gilroy...

Gilberto Vasquez Reyes blew through the red light in San Jose, hitting a mother of four. Debi Dee Parsons-Mason was on her way home from the corner market where she and her youngest son were buying chocolate bars. Police Officer Kathryn Kraus sent the grieving family a condolence card after arresting Reyes for felony drunk driving and vehicular manslaughter.

San Jose Inside posted a few more Rants & Raves over the weekend, including a gripe that there are too many new daily blogs on SJI (there’s a problem reading – or not reading – more than one story?) and an invitation from Editor Eric Johnson to Kathleen for coffee. Her grumping about editing (by removing libelous remarks) was apparently sufficient to warrant a free cuppa Joe.

Sorry, Barbara Attard, no big fat check for you. But as a lovely parting gift you get all the coffee and chocolate you need to stay wired looking for your next job. Mayor Chuck Reed politely thanked Attard (after unceremoniously dumping her) with a basket of Peet’s and Schurra’s. Not to be left out, Police Chief Rob Davis thanked Attard for the things she did to make San Jose a better place to live (that he stood in the way of) -- like pushing for use of breathalyzers...Mayor Reed was busy shopping, he gave a basket with San Jose Giants tickets and ball caps to outgoing Vice Mayor (supervisor-elect) Dave Cortese and tickets to the Jazz Society to outgoing Councilmember (soon to be Supervisorial intern/candidate) Forrest Williams. Both also received some of the delicious Schurra’s chocolates. A couple of things...does Chuck Reed not notice that a their are locally-owned coffee shops downtown? Does Dave Cortese need to report receiving these gifts from the San Jose Mayor as part of his Supervisorial reporting?...

Sunnyvale Councilmember Otto Lee has been busy since he received notification of his impending deployment to Iraq. Lee has had to wrap up his business affairs, make sure his family is cared for, attend the usual series of holiday parties, and make sure his Council seat is kept warm while he’s away (and that he can get it back when he returns). Dean Chu, who contacted only Lee before his temporary appointment, said he was surprised and had expected an appointment process. Watch Dog wonders if Chu thought that he’d get the seat only after others were invited to apply?

Merc. columnist Patty Fisher lends a voice of support for First 5 in support of keeping their $30 million out of the hands of state Legislators. Tobacco tax money funds the agency allowing them to insure children, improve preschools, keep families together, and provide parenting skills. With the state facing a deepening financial crisis Fisher is right to be worried...
